Prime Minister Pham Minh Chinh signed Directive No. 34/CT-TTg, requiring the rectification, enhancement of transparency, and prevention of corruption in the review, purchase, sale, and leasing of social housing.
The reality of reviewing, purchasing, and renting social housing in Hanoi , Da Nang, Ho Chi Minh City, etc., reveals shortcomings and the risk of negative consequences. People have to queue from midnight, and the lack of regulation in the application process leads to frustration and creates conditions for the emergence of negative services.
In particular, there have been instances of illegal brokering and intermediaries, "securing spots," promising "winning the lottery," advertising " diplomatic slots," and "guaranteed application processing."

Some individuals are exploiting the policy by submitting applications to multiple projects and having relatives register under their names. Meanwhile, the public disclosure of project information, number of apartments, approval results, and buyer lists in some projects is not timely or consistent, making social oversight difficult.
Some social housing projects have announced selling prices 30-40% higher than the average, causing confusion and concern among the public regarding their accuracy. Post-contract verification and transfer monitoring have not been truly effective, posing a risk of speculation.
Public announcements must be made on the website of the Department of Construction, the People's Committee of the commune where the project is located; and published at least once in a newspaper that is the official mouthpiece of the local government.
The organization will conduct thorough checks to ensure that only eligible individuals are selected, limiting instances of a single applicant submitting applications to multiple projects.
The developer is not allowed to collect deposits outside of the regulations.
The People's Committees of provinces and cities must organize inspections and audits to ensure that the selling price of social housing is calculated correctly and fully in accordance with the law, preventing businesses from taking advantage of the state's lenient policies for personal gain...
When faced with an overload of applications, implement multiple solutions simultaneously, such as: adding more reception points, increasing support staff; staggering application submission times to avoid concentration at one point; organizing support teams for the elderly and vulnerable groups, etc.
A public lottery should be held in cases where the number of applications to buy or lease-to-own apartments exceeds the number of available units, with representatives from the local Department of Construction participating as supervisors; inviting additional media outlets is encouraged to enhance transparency.
No deposits are allowed, nor is it permitted to authorize individuals or real estate agencies to collect deposits outside of regulations. All costs must be accurately and fully calculated to determine the selling price and rental/purchase price of social housing in accordance with the law.
Citizens must submit applications to only one project and not have others register on their behalf; they must manage and use social housing in accordance with regulations and may only resell purchased social housing to other eligible individuals in accordance with the law.
