According to the government report, in the past period, the government has directed and strengthened coordination among functional agencies to handle individuals and organizations that do not have the function of sending workers abroad under contract but are found to have signs of criminal activity according to the law.
Accordingly, in 2021, 123 cases were handled involving 68 organizations operating without licenses to provide overseas employment services. In 2022, 65 organizations operating without licenses to provide overseas employment services were also dealt with.
Due to the impact of the Covid-19 pandemic, the number of Vietnamese workers going to work abroad in 2020 and 2021 decreased significantly, reaching only 45,058 in 2021.
However, after the pandemic situation was brought under control, support measures for service businesses and workers were implemented in conjunction with the Government's adaptation policies in the new situation, leading to an increase in the number of Vietnamese workers going to work abroad.
In 2022, the total number of Vietnamese workers going to work abroad was 142,779, reaching 158.64% of the plan.

In addition, in the first six months of the year, the total number of Vietnamese workers going to work abroad was 72,294, reaching 65.72% of the annual plan and more than 1.55 times higher than the same period last year.
According to the government report, although the overseas labor market has expanded, the number of workers sent abroad is concentrated in a few key markets such as Japan, Taiwan (China), and South Korea.
There are still instances where organizations and individuals without the authority to send workers abroad exploit this activity to commit fraud, causing harm to workers and creating public outrage.
In the coming period, the Government requires the supplementation and improvement of laws related to sending Vietnamese workers abroad in the new situation.
Regularly review and adjust the legal system related to sending Vietnamese workers abroad to ensure uniformity and consistency, covering all categories and types of labor.
In addition, the Government requires strengthening inspection and supervision of businesses, organizations, and individuals regarding their compliance with the law on sending Vietnamese workers abroad under contract.
At the same time, it is crucial to promptly detect, combat, and prevent criminal activities in this field, especially acts of organizing or brokering illegal emigration for Vietnamese citizens, or fraud and misappropriation of property.
