Ha Tinh exports expect a breakthrough from US tax policy and trade agreements

(Baohatinh.vn) - In the last months of the year, Ha Tinh's import-export activities are expected to flourish, especially when businesses benefit from the market, favorable US tariff policies and free trade agreements.

According to data from the Department of Industry and Trade, in the first 7 months of 2025, Ha Tinh 's import and export turnover reached about 2.7 billion USD, down compared to the same period in 2024.

Of which, the 7-month export turnover reached about 958.96 million USD, down 25.96% over the same period in 2024; the 7-month import turnover reached about 1.8 billion USD, down 20.16% over the same period in 2024.

According to the leader of the Department of Industry and Trade, the reason for the decrease in import and export turnover of Ha Tinh compared to the same period in 2024 is mainly due to the fact that steel and steel billets of Hung Nghiep Formosa Iron and Steel Company Limited (FHS) have recently been affected by the steel protection policy of other countries, and difficulties in finding export markets have led to a sharp decrease in the export value of this item. Accordingly, in the first 7 months of 2025, the export turnover of steel and steel billets of FHS reached about 795.62 million USD (accounting for about 83% of the total export turnover of goods of the province), down about 31.16% compared to the same period in 2024.

Although exports of fiber and textile products increased sharply in the past 7 months, because these products only account for a small proportion (4.74%) of the total export value, their impact on the total export turnover of the province is insignificant.

In the context of difficult output and high inventory, FHS reduced production output, thereby reducing the import of input materials, which led to a decrease in Ha Tinh's total import turnover in recent times. It is known that in the first 7 months of 2025, FHS's import turnover reached about 1.3 billion USD (accounting for about 75.2% of the province's import turnover), down about 17.55% compared to the same period in 2024.

Mr. Vo Ta Nghia - Deputy Director of the Department of Industry and Trade said: In the context of military war, trade war, global economic recession, import-export enterprises in Ha Tinh face many difficulties and challenges, especially FHS - the industrial locomotive of the province.

In order to promote trade and import-export activities in the area, recently the Department of Industry and Trade has promptly advised the Provincial People's Committee to issue Plan No. 341/KH-UBND dated June 26, 2025 to implement Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation. The Department also regularly monitors the production and business activities of import-export enterprises to promptly grasp difficulties and problems, advise the Provincial People's Committee to deploy solutions to remove them; focus on providing information, legal advice, financial support, credit and trade promotion programs for enterprises participating in import-export, especially small and medium enterprises.

According to forecasts from the industry, in the last months of the year, the production and business situation of import-export enterprises in Ha Tinh will be more favorable. In particular, the export situation of FHS - the province's industrial leader has recorded positive signs from the market, especially the tariff policy from the US. It can be said that the US's relaxation of tariffs on steel products from Vietnam will open up opportunities for FHS to increase output to this key market. At the same time, efforts to seek and expand contracts to other countries such as Russia, Italy, UK, Japan, Korea, etc. will increase FHS's export turnover in the second half of 2025.

In addition, bright spots in export activities from the fields of fibers, textiles, garments, tea... will contribute to increasing Ha Tinh's export turnover in the coming time.

Mr. Tran Quoc Sy - Chief Accountant of Ha Tinh Tea Joint Stock Company shared: “In 2025, despite being affected by military wars and trade wars in the world, the production and business situation of the enterprise still recorded positive signs. The main export markets are countries in the Central Asia and South Asia regions, which still sign contracts with stable orders, with many times recording growth. In the first 7 months of 2025, the company exported more than 1,300 tons of pure tea, worth 2.99 million USD. In the last months of the year, the company continued to maintain the chain of links with farmers to proactively source clean raw materials to serve the production line, focusing on improving product quality associated with innovating designs and packaging to meet market tastes. In addition to traditional markets, the company seeks and strives to sign new partners, striving to export 2,300 tons of pure tea, with more value 5.5 million USD”.

In the coming time, free trade agreements such as CPTPP, EVFTA, RCEP... will continue to be implemented, opening up many opportunities to access new markets and reduce tariffs for Vietnam's export goods.

It is known that Vietnam has completed the signing and implementation of 17 bilateral and multilateral free trade agreements (FTAs). Up to now, Ha Tinh enterprises have applied for certificates of origin of goods, taking advantage of incentives from 13 free trade agreements with export turnover from FTAs accounting for more than 50% of the total export turnover of the province. Ha Tinh products are present in more than 20 countries with major markets such as: Japan, India, China, countries in the ASEAN region...

Ha Tinh Banking Industry continues to accompany and create resources for import-export enterprises to implement plans for the second half of 2025.

In 2025, Ha Tinh strives to achieve an export turnover of 2.5 billion USD and currently only reaches about 38.4% of the plan. To achieve this goal, it requires synchronous, strong and effective solutions between levels and sectors (with policies to support businesses in accessing land, preferential loans, tax support...) and internal breakthrough efforts from businesses participating in import and export.

Mr. Vo Ta Nghia - Deputy Director of the Department of Industry and Trade added: Accompanying enterprises participating in import and export, the Department of Industry and Trade will advise the Provincial People's Committee to submit to the Provincial People's Council to issue policies on logistics and export development for the period 2026-2030; continue to implement plans and policies to promote export activities associated with the development of logistics services; continue to simplify administrative procedures, and strengthen solutions to support enterprises.

Enterprises participating in import and export in the area need to effectively utilize free trade agreements; diversify markets and products, improve product quality associated with brand building; continue to promote trade promotion activities, form supply chains, to enhance competitiveness.
