Overview of progress of Belt Road 3 project through Thuan An
After more than two years of construction, the Ho Chi Minh City Ring Road 3 project, a key transport infrastructure project in the Southeast region, is gradually taking shape. The section passing through the old Thuan An City (currently the area of Thuan An and Thuan Giao wards, Ho Chi Minh City) with a length of about 8 km has completed 100% of the site clearance work.

Currently, the main items such as the overpass on the route crossing Nguyen Thi Minh Khai Street and National Highway 13 have taken shape. The site clearance work for the project has inventoried a total of 1,423 records on a total area of 73.11 hectares, with an estimated compensation cost of about 4,400 billion VND. Near this area, there is also the An Thanh resettlement area to serve affected households.

Details of construction packages
The 8 km section through Thuan An belongs to Package XL3, part of Component Project 5. This project includes 4 main construction packages:
- Package XL1: Construction of Tan Van intersection (value 2,149 billion VND).
- Package XL2: Construction of Binh Chuan intersection (value 578 billion VND).
- Package XL3: Construction of the section from Binh Chuan to Saigon River (value 1,852 billion VND).
- Package XL4: Construction of Binh Goi Bridge (value 751 billion VND).

The unit in charge of constructing Package XL3 is the Joint Venture of Dai Phong Infrastructure Construction Joint Stock Company - Truong Son Construction Corporation - Construction Corporation No. 1 (CC1).

Challenges in progress and disbursement
According to the latest update, the implemented output of Component Project 5 reached about 42.4% of the total volume, equivalent to 83.24% of the plan. Contractors are focusing on key items such as bridges, tunnels, drainage systems and roadbed treatment.

However, the project still faces a number of challenges. According to Deputy Prime Minister Mai Van Chinh's conclusion, Component Projects 3 and 5 are still 4-10% behind the contract value. About 4.6 km of Component Project 5 has not yet met the schedule. Capital disbursement in 2025 is also slow, the entire project has only reached about 36% of the plan.

Route opening to traffic
The Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said it is speeding up construction work after completing 100% of the site handover.

According to the plan, upcoming important milestones include:
- December 19: 24.1 km of expressway opened to traffic, including 14.7 km in the old Thu Duc area, 3 km in the old Binh Duong province and 6.4 km in Long An province (now Tay Ninh province). At the same time, 41.4 km of expressway was opened to technical traffic.
- June 30, 2026: Opening of the entire Ring Road 3 of Ho Chi Minh City.

Impact on the real estate market
The formation of Ring Road 3 has created momentum for real estate projects in the area. Notably, the One World project of Kim Oanh Group, located close to the road under construction through Thuan Giao and Thuan An wards. This project was started last September with a planning scale of about 50 hectares and a total investment of more than 1 billion USD.

One World Project is developed by Kim Oanh Group with Japanese partners Sumitomo Forestry Group, Kumagai Gumi Group and NTT Urban Development Company. Expected to provide 10,000 - 20,000 products, the project is divided into 6 sub-projects and will prioritize the construction of important facilities such as a conference center, AEON shopping center, 5-star hotel and international inter-level school.
