On the afternoon of November 16 local time (morning of November 17 Vietnam time), President Luong Cuong and the high-ranking Vietnamese delegation left Lima, successfully concluding their official visits to the Republic of Chile and the Republic of Peru, to attend the 2024 Asia-Pacific Economic Cooperation (APEC) Summit Week. On this occasion, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son gave an interview to the press accompanying the delegation about the significance and results of President Luong Cuong's working trip to Chile and Peru.
Reporter: Could you please tell us about the significance of the working trip to Chile and Peru byPresident Luong Cuong and the high-ranking Vietnamese delegation?
Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son: Business trip of President Luong Cuong and the Vietnamese high-ranking delegation's official visit to the Republic of Chile and the Republic of Peru, and participation in the APEC 2024 Summit Week in Lima, Peru, was a great success. The visit is a strong step in implementing the open foreign policy, multilateralization, and diversification of international relations of the 13th National Party Congress and Directive 25-CT/TW of the Secretariat on promoting and elevating multilateral foreign relations to 2030.
The President's official visit to Chile and Peru has conveyed an important message to international friends, especially countries in the Latin American and Caribbean region, about the consistent foreign policy and the importance of countries with which Vietnam has traditional friendship, including Chile and Peru. The visit shows that the prospects for relations between Vietnam and the two countries are very bright. Strengthening relations with these two South American countries will also create favorable conditions for Vietnam to expand cooperative relations with other Latin American countries.
In the context of the world undergoing complex and unpredictable movements and APEC also facing many new challenges and opportunities after 35 years of formation and development, Vietnam's participation and positive, responsible and constructive contributions at the APEC Forum are all the more important.
The participation of the President and the Vietnamese delegation at the APEC Summit Week continues to affirm Vietnam's commitment to APEC cooperation, its readiness to contribute more to peace, cooperation and development of the Asia-Pacific and the world, of which Vietnam hosting APEC 2027 is a clear demonstration. The President's sharing at the APEC Summit Week once again conveyed a strong message about a Vietnam entering a new era, an era of national growth, a dynamic, innovative Vietnam and a leading destination for international investors.
Reporter: Could the Deputy Prime Minister and Minister please tell us about the outstanding results of the official visit to Chile and Peru by President Luong Cuong and the high-ranking Vietnamese delegation?
Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son: In Chile and Peru, President Luong Cuong had a rich, substantive and effective working program, including small meetings, official talks, meetings with high-ranking leaders, meetings with local leaders and leaders of large enterprises of Chile and Peru, delivering important policy speeches at the University of Chile; attending the opening ceremony of the Vietnam Defense Attaché Office in Chile; visiting and working with Viettel Group in Peru (Bitel); meeting with embassy staff and the Vietnamese community in Chile... In addition, the Ministers and local leaders participating in the delegation also had many meetings and working sessions with Chilean and Peruvian partners.
Both Chile and Peru gave the President and the Vietnamese delegation a thoughtful, respectful and warm welcome. Notably, in the context that Peru is preparing to host the APEC 2024 Summit Week with many delegations of heads of state and leaders of countries attending, the Peruvian leaders gave special attention to President Luong Cuong. The Peruvian leaders awarded President Luong Cuong the Grand Cross of the Sun of Peru, the Grand Cross of the Honorary Order of the Grand Cross of the Peruvian National Assembly, and the Honorary Key to the City of Lima, all of which are the highest awards of the State, National Assembly and the Capital City of Lima of Peru for the Head of State of a foreign country.
It can be said that the visit achieved all the set goals with the following outstanding results and impressions:
Firstly, during the visit, many important documents were signed, including the Vietnam-Chile Joint Statement, the Joint Statement on strengthening Vietnam-Peru bilateral relations and nearly 10 cooperation documents in the fields of defense, agriculture, culture and trade promotion..., creating the basis for deepening the Vietnam-Chile Comprehensive Partnership and the Vietnam-Peru multifaceted cooperation.
Second, the visit contributed to deepening political trust and consolidating the good relationship between the Vietnamese high-ranking leaders and the Chilean and Peruvian high-ranking leaders. During the talks, meetings and policy statements, the Chilean and Peruvian leaders and people expressed their admiration for Vietnam for its past struggle for independence and national unification and its great and historic achievements in national construction and defense today, as well as Vietnam's increasingly high role and position in the international arena.
Third, the visit has created new momentum, opening up many cooperation opportunities between Vietnam, Chile and Peru in many traditional fields such as agriculture, security - defense, education, tourism and expanding to new fields with great potential such as innovation, green transformation, digital transformation, climate change response, energy, oil and gas, telecommunications...
Reporter: Deputy Prime Minister, could you please tell us what the two sides will do to implement the results of the visit?
Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son: In the coming time, Vietnam, together with Chile and Peru, will promote the implementation and concretization of the achieved results in the following main aspects:
Firstly, continue to enhance political trust through maintaining the exchange of delegations at all levels, especially at high levels, through the channels of the Party, State, Government, National Assembly and people-to-people exchanges; effectively maintain existing cooperation mechanisms between Vietnam and each country, and at the same time study the possibility of establishing new and effective cooperation mechanisms between ministries, branches and localities; encourage and facilitate business connections, trade and investment promotion, transport and logistics connections; and at the same time enhance cultural, educational and people-to-people exchanges, thereby consolidating traditional friendship. Particularly with Peru, the two sides will also conduct specific discussions on the possibility of Vietnam opening a diplomatic representative office in the capital Lima in the near future.
Second, continue to promote the implementation of agreements reached with other countries. With Chile, on the basis of high consensus between the two countries' senior leaders on establishing a partnership and strategic connection between the two economies, Vietnam and Chile will strengthen cooperation and exchange experiences in areas that can complement each other such as security - defense cooperation, culture, education, environmental protection, climate change response, green and sustainable growth, agricultural processing, mining, innovation, etc. With Peru, Vietnam and Peru will soon conduct discussions on raising the relationship to a new level; increase discussions on the possibility of promoting cooperation in high technology such as digital transformation, providing digital infrastructure, smart cities, and cyber security.
Reporter: Could you please tell us about Vietnam's contribution to this year's Summit Week and its priority to participate in APEC in the coming time?
Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son: We have actively participated in the APEC 2024 Summit Week and Vietnam's contributions have been highly appreciated by APEC economies. Some highlights include:
Firstly, President Luong Cuong and members of the Vietnamese delegation actively participated in all activities within the framework of the Summit Week. During more than 02 working days, the President attended all activities of APEC Leaders, had a series of bilateral meetings with Senior Leaders of important partners of Vietnam, and exchanged with Chairmen/CEOs of large corporations. The President also delivered an important speech at the APEC Business Summit 2024 with the participation of more than 1,000 leading business leaders in the region and the world. Leaders of ministries and branches also attended many related activities.
The Vietnamese delegation actively coordinated with APEC members to contribute to the process of developing the APEC Leaders' Joint Statement and important documents of the Conference.
Second, the President shared his in-depth assessments of regional and global trends, opportunities and challenges and proposed major directions for APEC to continue to play the leading role and driving force of global economic growth, and ensure that people are at the center of the economic development process. The President's speeches highlighted APEC's fundamental principles, multilateralism, free trade and affirmed the importance of solidarity and consensus among members. The President's speech was highly appreciated by APEC leaders.
Third, the President's speech at the APEC Business Summit 2024, exchanging with the APEC Business Advisory Council and representatives of business leaders, not only directly contributed to the success of the Summit but also encouraged the support and companionship of the business community for the APEC cooperation process, an indispensable factor for the success of the Forum.
In the coming time, Vietnam will continue to proactively and actively participate in APEC cooperation with the following priority contents:
Firstly, promote areas of strategic significance for the development of the regional and world economy in the new period, especially innovation, digital transformation, green transformation, renewable energy, smart agriculture, climate change response, and development of high-quality human resources.
Second, promote the traditional and strong cooperation contents of APEC, which are trade and investment liberalization and facilitation. Accordingly, Vietnam and other member economies will gradually realize APEC's major initiative of building the Free Trade Area of the Asia-Pacific (FTAAP).
Third, carefully and methodically prepare to successfully organize APEC Year 2027, contributing to the successful implementation of APEC Vision 2040 as well as enhancing the country's international role and position.
