13 central agencies and units completed the arrangement and streamlining of the organizational apparatus.

On December 30, General Secretary To Lam presented the Politburo 's decision on the functions and tasks of 13 Party committees and units at the central level, following the restructuring and streamlining of their organizational apparatus.

On December 30th, in Hanoi , the Politburo and the Secretariat held a conference to announce the Politburo's decision on the functions, tasks, powers, organizational structure, and working relationships of 13 agencies, including Party committees, Party-affiliated organizations, the Central Committee of the Vietnam Fatherland Front, and political and social organizations at the central level.

General Secretary To Lam attended the conference and presented the decisions. Also attending the conference were President Luong Cuong; National Assembly Chairman Tran Thanh Man; Standing Member of the Secretariat Tran Cam Tu, Chairman of the Central Inspection Committee; and members of the Politburo, Secretariat, and Central Committee who are heads of central agencies and units.

At the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong stated that at the Politburo and Secretariat meeting on December 27, the Politburo and Secretariat discussed and approved the draft decisions of the Politburo on the functions and tasks of 13 Party committees, Party-affiliated organizations, the Central Committee of the Vietnam Fatherland Front, and political and social organizations at the central level.

On December 28, the Politburo issued decisions on the functions, tasks, powers, organizational structure, and working relationships of the agencies.

Specifically, the powers, organizational structure, and working relationships of 13 agencies: the Central Organizing Committee, the Central Inspection Committee, the Central Internal Affairs Committee, the Ho Chi Minh National Political Academy, the Nhan Dan Newspaper, the Communist Magazine , the National Political Publishing House, the Central Committee of the Vietnam Fatherland Front, the Vietnam General Confederation of Labor, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Women's Union, the Central Committee of the Vietnam Farmers' Association, and the Vietnam Veterans' Association.

Speaking at the conference, General Secretary To Lam emphasized that the completion of organizational restructuring and streamlining by 13 central Party and mass organization agencies is a tremendous effort and achievement, reflecting the exemplary, decisive, urgent, and serious approach of each agency in restructuring and streamlining its organizational apparatus, as well as the close and responsible coordination of the Party's advisory and support agencies at the central level.

The General Secretary noted that this is only the beginning, and there is much more work to be done, which is more complex because it involves operational mechanisms and streamlining the workforce.

Not overly perfectionistic, but not complacent or superficial either.

The General Secretary requested that each agency ensure that its work continues to operate normally, without interruption, stagnation, or omission. During the implementation process, issues may arise, and there may even be shortcomings, so agencies need to continue reviewing and coordinating with the Central Organization Committee, reporting to the Politburo for necessary amendments and additions; and promptly complete the administrative legal procedures to operate and conduct transactions as a legal entity under the new agency.

The General Secretary requested that political and ideological work be carried out effectively in the recruitment and placement of leading officials in agencies and subordinate units; in the arrangement of offices and workplaces, to prevent discrimination and disunity. Agencies and units should review their structure and reorganize their staff to improve work quality.

The General Secretary noted that the purpose of reorganizing the organizational structure is to achieve a streamlined structure, avoid duplication of functions and tasks, prevent omissions and fragmentation of work, and clearly identify the lead agency. Based on this, the structure, arrangement, and streamlining of the staff should be ensured, guaranteeing that after the reorganization of the organizational structure and staff, the agencies and units will operate better and more efficiently.

The General Secretary requested the Ministry of Interior and the National Assembly's Delegation Affairs Committee to coordinate with the Central Organization Committee to advise the Government, the Prime Minister, and the National Assembly to promptly issue regulations and policies for officials in order to streamline the workforce while retaining talented individuals and attracting skilled people to work in the public sector.

At the same time, the Government, the Prime Minister, and the Standing Committee of the National Assembly should immediately implement the restructuring of state agencies under their jurisdiction if there are no legal obstacles; and direct state agencies to make good preparations so that immediately after the National Assembly amends the law and the Government and the Prime Minister issue decrees and circulars, the restructuring of the organizational apparatus and personnel can be carried out.

The General Secretary emphasized that the restructuring process should not be overly perfectionist but also not subjective or superficial, ensuring smooth and uninterrupted work, avoiding waste and loss of assets and facilities of agencies and units…
