In accordance with Official Dispatch No. 5605/CĐ-BNN-ĐĐ dated August 2, 2024, from the Ministry of Agriculture and Rural Development, Son La Hydropower Company opened the third bottom sluice gate of Son La hydropower reservoir at 4 PM on August 2, 2024; Tuyen Quang Hydropower Company opened the second bottom sluice gate of Tuyen Quang hydropower reservoir at 3 PM on August 2, 2024, and the third bottom sluice gate at 5 PM on August 2, 2024.

Earlier, the Ministry of Agriculture and Rural Development also issued a directive requesting the Hoa Binh, Son La, and Tuyen Quang Hydropower Companies to open multiple bottom sluice gates at 12 noon today (August 2nd). This is expected to cause water levels on the Red River - Thai Binh river system to continue rising in the coming hours.

To ensure downstream safety during the operation of the Hoa Binh, Son La, and Tuyen Quang hydropower reservoirs, on the afternoon of August 2nd, the Hanoi City Steering Committee for Disaster Prevention and Search and Rescue sent a document to the People's Committees of districts, counties, and towns, urging them to focus on implementing safety measures.

Accordingly, localities need to immediately notify all levels of government, the public, organizations operating on or along the river, aquaculture facilities, water transport vehicles, construction sites, production and business establishments, sand mining operations, and ferry terminals about the release of water from the Son La and Tuyen Quang hydropower reservoirs so that they can proactively take preventive measures to ensure the safety of people and property.

The Hanoi City Steering Committee for Disaster Prevention and Search and Rescue also requested localities to continue strictly implementing the directives in Document No. 54/BCH dated June 13, 2024, regarding ensuring downstream safety when releasing water from hydropower reservoirs. They should organize a serious duty roster, monitor, compile, and report promptly to the Steering Committee Office as required.
