400 Ha Tinh customers received new disbursement of social housing loan policy

Since the beginning of the year, the Social Policy Bank of Ha Tinh province has disbursed loans under the social housing program to 400 customers with a total amount of over 152.2 billion VND.

After many years living with his parents, Bui Bao Nam (born in 1978), residing in Khe Giao 2 village, Ngoc Son commune (Thach Ha district), has finally been able to fulfill his dream of building his own home.

Mr. Nam shared: “My wife is a civil servant, and I work for a local company. The social housing loan program is a humane policy that helps middle-income families like ours confidently invest in building a new home with loans up to 500 million VND and a preferential interest rate of 4.8% per year. My wife and I are urgently completing the necessary paperwork so that the bank can disburse the funds as per regulations.”

The family of Ms. Le Thi Lan (residential area 3, Thach Ha town) also received support from the Social Policy Bank to realize their dream of "settling down and establishing a livelihood." Living in a dilapidated and cramped apartment building for 16 years was a constant nightmare for the family members.

Ms. Le Thi Lan and her husband are delighted to have a new home after 16 years of living in a dilapidated apartment building.

Ms. Lan said: “I am a primary school teacher, my husband is a civil servant, we have three children to support and educate, and we also help our elderly parents in the countryside, so the dream of having a new, spacious house has been put off for a long time. Fortunately, the Social Policy Bank has lent us 400 million VND to build a new house, contributing to improving our quality of life.”

Mr. Nam and Ms. Lan are two of hundreds of families in Thach Ha district who are benefiting from this humane policy. Accordingly, the target group for the social housing loan program includes people who have contributed to the revolution; low-income earners, poor and near-poor households in urban areas; workers employed in businesses inside and outside industrial zones; officers, non-commissioned officers, professional soldiers, and workers in agencies and units of the People's Public Security and People's Army; and cadres, civil servants, and public employees. Note that these individuals are exempt from regular income tax.

The Social Policy Bank branch in Ha Tinh province is accelerating the disbursement of funds for the social housing program.

Mr. Pham Ngoc Cuong, Director of the Thach Ha District Branch of the Vietnam Social Policy Bank, said: "In 2023, the Thach Ha District Branch of the Vietnam Social Policy Bank was allocated 18 billion VND from the social housing program and has disbursed over 12 billion VND to date; raising the total outstanding loan balance of the program to nearly 44.7 billion VND with 122 customers currently having outstanding loans. The unit expects to disburse 100% of the allocated capital before July 31, 2023."

At this time, the Social Policy Bank branch in Cam Xuyen district is also urgently implementing solutions to accelerate the disbursement of funds for the social housing program.

Mr. Nguyen Van Duc – Director of the Social Policy Bank Branch in Cam Xuyen District, informed: “The unit has implemented all steps according to regulations, from receiving and appraising loan applications to disbursing funds to eligible individuals. As of June 15, 2023, the total outstanding loan balance for the social housing loan program in the district is 36.9 billion VND with 96 borrowers. In 2023, the unit received an additional 20 billion VND in new capital and strives to disburse 100% of the allocated funds before June 30, 2023.”

With access to social housing funds, Ms. Nguyen Thi Hang's family confidently built a new house.

Ms. Nguyen Thi Hang (born in 1981), from Cam Xuyen district, shared: “I am a kindergarten teacher, my husband is a military driver, and we have three children to support through their education and my elderly mother. Our family is not well-off, so when the Social Policy Bank granted us a 500 million VND loan to build a new house in Cam Xuyen town, we were very happy. The preferential interest rate and loan term of up to 25 years mean our family isn't under too much pressure to repay the debt.”

Following the directives of the Social Policy Bank of Ha Tinh province, along with Thach Ha and Cam Xuyen districts, the Social Policy Bank's branches in the area are currently urgently implementing the social housing loan program according to Government Decrees 100/2015/ND-CP and 49/2021/ND-CP. Accordingly, as of June 15, 2023, the total outstanding loan balance of the program throughout the province reached over 499 billion VND with 1,442 borrowers. Since the beginning of the year alone, 400 new borrowers have received disbursements totaling over 152.2 billion VND.
