Kinhtedothi - The Hanoi City Police proactively reorganized and streamlined the local police apparatus, eliminating district-level police forces. During this reorganization, 59 leaders and commanders requested early retirement, and 10 heads of departments and equivalent positions requested lower-ranking positions.

On February 20th, the Hanoi City Police announced that, in line with the policy of streamlining the organizational structure, they will cease operations of 30 district-level police forces. With a swift and decisive approach, the Hanoi City Police have been urgently implementing comprehensive solutions to ensure the restructuring process is effective and does not affect professional work, operational duties, or the task of maintaining security and order in the area.
Recognizing personnel management as the "key of keys," the Hanoi City Police Party Committee issued Plan No. 270-KH/ĐUCA dated January 31, 2025, to implement Plan No. 282-KH/ĐUCA of the Central Police Party Committee on continuing to reorganize and streamline the local police apparatus towards a lean, effective, and efficient operation. Simultaneously, the Hanoi City Police also developed Plan No. 36/KH-CAHN-PX01 dated February 10, 2025, on the placement of personnel when district-level police organizations cease to exist.

The implementation was carried out under the centralized and unified leadership of the Standing Committee of the Party Committee and the leadership of the City Police, ensuring the maximum utilization of the role of the Party committees and heads of units. The process was quick, efficient, and effective, without disrupting regular work, leaving no areas unattended, and without disrupting the organizational structure.
Following the directives of the Central Party Committee of Public Security and the Ministry of Public Security , the Hanoi City Police have effectively carried out political and ideological work, creating consensus throughout the force. The personnel arrangement process adheres to the principle of democratic centralism, ensuring openness, transparency, objectivity, and is based on a comprehensive assessment of the qualities, qualifications, capabilities, strengths, and reputation of the officers.
The Hanoi City Police Department places special emphasis on assigning officers with innovative, dynamic, and creative thinking, who dare to think and act, to meet the requirements of the new development era, while simultaneously replacing officers with limited capabilities. Personnel arrangements are also carried out in conjunction with the preparation of personnel for the Party Congresses at all levels within the Hanoi City Police Department, in accordance with Directive No. 35-CT/TW of the Central Committee and the Hanoi City Party Committee's plan for organizing Party Congresses at all levels.
Ensuring the rights of officers and soldiers who are affected.
In addition, the Ho Chi Minh City Police Department pays special attention to the benefits and policies for officers and soldiers affected by the organizational restructuring process, promptly and satisfactorily addressing their legitimate concerns and aspirations.

With a sense of responsibility towards the Party and the State, 59 leading and commanding officers voluntarily requested early retirement, including:
15 Heads of Departments, Heads of District Police
19 Deputy Heads of Departments, Deputy Heads of District Police
17 Team Leaders, Heads of Commune Police
8 Deputy Team Leaders, Deputy Heads of Commune Police
In addition, 10 heads of departments and district police chiefs requested to be reassigned to lower positions.
This demonstrates a high sense of responsibility, prioritizing the common good of the collective over personal gain, and affirms the consensus of the leadership and command staff throughout the force regarding the Party, State, and Public Security sector's policy of streamlining the organizational structure.
After nearly a month of implementing Plan No. 282 of the Central Party Committee of the Public Security Ministry and Plan No. 270 of the Hanoi City Party Committee of the Public Security Ministry, the restructuring process has achieved positive results, demonstrating the proactive and exemplary leadership of the Hanoi City Police.
According to the Hanoi City Police, streamlining the organizational structure and eliminating district-level police forces will help improve the efficiency and effectiveness of the Hanoi Police, better serve the people, and create maximum convenience for the development of Hanoi in particular and the whole country in general.
At the same time, this greatly facilitates the development of the capital city in particular and the whole country in general; firmly ensures security and order, strengthens a safe and healthy environment, and contributes to creating new breakthroughs in the era of national progress.
