On the afternoon of June 21st, at the Government headquarters, Deputy Prime Minister Le Thanh Long chaired a meeting with ministries and agencies on the preparation and organization of the 2024 High School Graduation Examination.

The meeting took place just one week before the start of an exam that is crucial for more than 1 million students.

Also attending were Minister of Education and Training Nguyen Kim Son and representatives from several ministries, sectors, and related agencies.

Six tasks have been successfully implemented to serve the high school graduation exam.

According to the Ministry of Education and Training, the 2024 High School Graduation Examination is a major exam. Approximately 200,000 personnel have been mobilized to participate in organizing the exam, including officials and teachers from the education sector, police, military, medical, and electricity sectors, etc.

The total number of registered candidates is 1,071,393 (an increase of over 45,000 candidates compared to 2023), of which 46,978 are independent candidates, accounting for 4.38% of the total; 1,014,020 candidates registered online, accounting for 94.66% of the total, and the remaining candidates who registered in person are independent candidates and a small number of 12th-grade students who could not register online for various reasons.

The total number of candidates who registered for exemption from the foreign language exam was 66,927, accounting for 6.25% of the total number of candidates.

On June 15th, the Ministry of Education and Training sent the official exam papers to the Departments of Education and Training for printing and copying. The Ministry will send the reserve exam papers to the Departments of Education and Training on June 23rd.

According to Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the 2024 High School Graduation Examination, this is the last high school graduation examination for students studying under the 2006 general education program. However, the nature, scale, and level of this examination will be the same as in previous years.

Reporting on the exam preparation work, Deputy Minister Pham Ngoc Thuong stated that six points have been implemented well so far: the system of documents for organizing the exam has been issued early and comprehensively from the central to local levels; the administrative apparatus for exam preparation has been organized very early; professional work from training, software, inspection, invigilation, and marking has been completed; equipment and facilities for the exam have been strengthened; coordination between ministries and agencies and communication work have been very good.

Based on the six characteristics above, "it can be assessed that, at this point, we are ready to organize a safe, serious, thoughtful, and friendly exam," Mr. Pham Ngoc Thuong affirmed.

Deputy Minister Pham Ngoc Thuong emphasized the spirit of creating all favorable conditions for candidates to take the exam, especially those from disadvantaged areas and ethnic minority regions. No candidate should be prevented from taking the exam due to difficult economic conditions or transportation obstacles. He also affirmed that candidates would absolutely not be allowed to bring mobile phones or technological devices into the examination room.

At the meeting, representatives from various ministries and agencies spoke, outlining the tasks involved in ensuring the security and safety of the exam, maintaining the confidentiality of exam papers; preventing and handling cheating using high-tech devices; and ensuring medical services for the exam. They also proactively prepared contingency plans related to fire, traffic accidents, flooding, etc.

According to Ngo Van Cuong, Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, 1,593 teams have been established to support students during the exam season at examination sites nationwide, with over 58,700 volunteers. Volunteers will coordinate with authorities to manage traffic flow at examination sites, assist candidates in finding their examination rooms, complete exam procedures, provide free drinking water and meals, and help disadvantaged candidates reach their examination sites safely. Some provinces and cities will also establish teams offering free motorbike taxi services.

"100% of the examination centers have teams of young volunteers on duty to support candidates during the exam days," said Mr. Ngo Van Cuong.

Absolutely do not be careless or complacent.

Concluding the meeting, the Deputy Prime Minister highly appreciated the preparations for the 2024 high school graduation exam by the Ministry of Education and Training, relevant ministries, sectors, and agencies.

Le Thanh Long stated that this is a particularly important exam as the whole society is concerned about education and examinations.

The Deputy Prime Minister emphasized the need to effectively implement Directive 15/CT-TTg dated May 16, 2024, of the Prime Minister on strengthening guidance and coordination in organizing the 2024 high school graduation exam and university and vocational education admissions to ensure the exam takes place safely and meets the set requirements. He stressed that there should be absolutely no negligence or complacency.

The Ministry of Education and Training, along with other ministries, sectors, and relevant agencies, will continue to make efforts and proactively carry out assigned tasks, including the application of information technology to serve the examination and ensure the security of exam papers. They will strengthen measures to prevent and combat exam cheating, ensuring that candidates do not bring technological devices into the examination room to cheat. In particular, it is necessary to intensify inspection, supervision, and auditing before and during the examination.

It is necessary to proactively develop response plans for potential unforeseen situations, such as unusual weather patterns…

The health sector needs to focus on implementing disease prevention and control measures, environmental hygiene, and food safety; ensuring medical examination and treatment for candidates and those involved in organizing the exam who have health problems.

The Ministry of Public Security is implementing operational measures to ensure absolute security and safety for the exam.

The Deputy Prime Minister also requested the Central Executive Committee of the Ho Chi Minh Communist Youth Union to direct all levels of the Youth Union to actively participate in supporting candidates so that they can participate in the exam fully and safely.
