In her opening remarks at the Congress, Ms. Nguyen Quynh Nga, Member of the Central Executive Committee of the Vietnam Women's Union, Provincial Party Committee Member, Vice Chairman of the Vietnam Fatherland Front Committee of Khanh Hoa province, and President of the Khanh Hoa Provincial Women's Union, emphasized: Throughout the past term, the Women's Union at all levels in the province has clearly affirmed its core role in the political system and social life. The Union's activities have become increasingly in-depth, practical, and directly linked to the legitimate rights and interests of its members and women, thereby creating consensus within the community.
The work of propaganda, mobilization, and organization of women continues to be innovated in a creative and flexible direction; the great solidarity among all strata of women has been firmly consolidated. In particular, 9 out of 10 target groups of the Provincial Women's Congress Resolution for the 2021-2025 period have been completed and exceeded, demonstrating the determination, efforts, and clear mark of the entire Women's Union during the term.
The emulation movements and campaigns continued to be implemented synchronously and decisively, linked to "Studying and following the thoughts, ethics, and style of Ho Chi Minh ," creating a widespread impact. Particularly noteworthy were the emulation movement "Building dynamic, creative, and aspiring women of Khanh Hoa" and the campaign "Building families with 5 no's and 3 clean aspects, contributing to nurturing Vietnamese family values."
The work of caring for vulnerable women, ensuring social security, and supporting livelihoods has been carried out effectively and targeted correctly, clearly demonstrated through the implementation of the breakthrough initiative "Accompanying the building of strong women's branches and groups." Women's associations at all levels have completed 2,672 out of 1,765 projects/tasks participating in building new rural areas (exceeding the target by 151%). Support for the development of the collective economy : Support for the establishment of 8 out of 6 new cooperatives with women participating in management (exceeding the target by 133.3%); and simultaneously organized business skills training for 2,254 out of 2,085 women who are business owners or household business owners (exceeding the target by 108%).
Ms. Nguyen Quynh Nga - Member of the Central Executive Committee of the Vietnam Women's Union, Provincial Party Committee Member, Vice Chairman of the Vietnam Fatherland Front Committee of Khanh Hoa province, and President of the Khanh Hoa Provincial Women's Union - delivered the opening speech at the Congress.
Through social mobilization, the Women's Union at all levels has raised nearly 100 billion VND; thereby building and renovating 459 houses for disadvantaged women and children; donating more than 1,000 means of livelihood; and giving 52,714 gifts and 306 savings accounts to vulnerable women and children.
The work of monitoring, social criticism, and participation in building the Party and government continued to be implemented effectively and substantively. In particular, the Association advised on and successfully implemented 4 out of 2 policies and projects related to women (exceeding 200%), contributing to enhancing the legitimate rights and interests of women.
The Chairwoman of the Khanh Hoa Provincial Women's Union also identified key tasks for the coming period, focusing on five major groups of tasks: Supporting women's comprehensive development to meet the requirements of the new era, building prosperous, happy, progressive, and civilized families; Mobilizing society to implement gender equality for the development of women; Participating in building a clean and strong Party and political system, participating in state management, and building national unity; Developing membership and building a strong Women's Union organization; and Promoting the active and proactive role of the Women's Union and women in people-to-people diplomacy.
Regarding the implementation solutions, the focus is on innovating methods of communication, training, and capacity building for officials, members, and women; innovating leadership, management, and operational methods; and improving the effectiveness of coordination, connection, and resource mobilization.
During the 2025-2030 term, the Association strives to help at least 3,000 households with women escape poverty and near-poverty throughout the province; enhance the capacity, knowledge, and specialized skills of 1,500 women entrepreneurs, business owners, household businesses, cooperatives, and cooperative groups through legal advice; guide and support at least 320 women-owned businesses to register and convert into enterprises; establish 5 new cooperatives with women participating in management; strengthen the quality of operation of 10 cooperatives established with the Association's support; support 5,000 families to achieve the criteria of "5 No's, 3 Cleanliness, 3 Safety"; register and implement at least 400 projects and tasks participating in building new rural areas and civilized urban areas; and increase membership by at least 16,000 compared to the number of members at the beginning of the term…
At the Congress, many delegates expressed their expectations for the new phase of the women's movement. Ms. Le Thi Thu Ha, President of the Women's Union of Nam Khanh Vinh commune, shared: "Through the Congress and the guidance of the Central Women's Union and the Provincial Women's Union, the Women's Union at all levels will continue to innovate the content and methods of operation, improve the capacity of members, promote gender equality, support women's entrepreneurship, continue to accompany disadvantaged women, and promote the role of women in socio-economic development in the locality."
Unleashing the intelligence and strength of women in the digital age.
Delivering a keynote address at the Congress, Ms. Nguyen Thi Minh Huong, Vice President of the Vietnam Women's Union, acknowledged and commended the efforts and outstanding achievements of the women's movement and the Women's Union at all levels in Khanh Hoa province during the past term.
With its achievements, the Provincial Women's Union has been awarded 3 commendations by the Prime Minister; 1 leading emulation flag by the Central Women's Union (2024); 2 excellent emulation flags by the Central Women's Union (2021, 2023); and numerous commendations from the Central Women's Union, ministries, central agencies, and the province for its implementation of emulation movements and political tasks of the province.
The Vice President of the Vietnam Women's Union also pointed out existing shortcomings and limitations, thereby outlining specific and practical solutions for the next term, especially in the context of consolidating the Fatherland Front, political and social organizations, and mass associations assigned by the Party, as well as implementing the two-tiered local government model.

Entering a new term with many opportunities but also numerous challenges, and in light of the requirement to develop Khanh Hoa into a centrally-governed city by 2030; ensuring a high standard of living for its people and double-digit economic growth…, Vice President of the Vietnam Women's Union Nguyen Thi Minh Huong suggested that the Women's Union at all levels in the province needs to continue to innovate its thinking and make even stronger breakthroughs. In that spirit, the Vice President of the Vietnam Women's Union emphasized six key areas of focus:
Firstly , the Women's Union's activities must always place its members and women at the center, aiming to protect the legitimate rights and interests and the progress of women; strongly fostering self-respect, independence, self-reliance, and the aspiration for advancement in each woman. All levels of the Union must truly be a support system and a safe home for women and their families. Focus on effectively implementing the "Building a Family with 5 No's, 3 Cleanliness, and 3 Safeties" campaign, as well as the tasks assigned to the Union in national target programs; develop practical models such as "Safe Homes for Women and Children," and community care service models, paying special attention to specific target groups such as young women, female workers, ethnic minority women, and women of religious faiths, so that the Khanh Hoa Women's Union remains a reliable support system for all women in the province.
Secondly , to concretize and effectively implement the emulation movement "Building the Vietnamese Woman of the New Era," linking it with the emulation movement of women in Khanh Hoa province, political and ideological education, and traditional education; to continue organizing well the activities supporting the military, including activities supporting the "rear" of fishermen who are working day and night at sea to affirm national sovereignty; to define specific criteria suitable for each group of women, especially religious women and women in industrial zones. Attention should be paid to creating an environment for women to practice sports to improve their health, promote reading culture, enhance digital skills, personal financial skills, and mental health care, helping women confidently integrate and develop.
Thirdly, it is necessary to effectively implement government projects in the province, especially the Project to Support Women's Entrepreneurship giai đoạn 2026 - 2035, which has just been approved by the Prime Minister.
As a province with many outstanding advantages in coastal and island tourism, cultural exchange, and international connectivity, the Central Women's Union proposes that the provincial Women's Union at all levels continue to promote international integration activities, strengthen cooperation and exchange experiences with women's organizations and community development models in the region and around the world, especially experiences in sustainable tourism development, green tourism, cultural preservation, and environmental protection; while contributing to building the image of Khánh Hòa women as friendly, dynamic, strong-willed, and internationally integrated.
Fourth , promote the application of information technology and digital transformation in the activities of the Women's Union and support women. Digital transformation must be implemented synchronously, from the management and operation of the Union to supporting women in accessing technology, participating in the digital economy and digital society; coordinating with ministries, sectors, and technology enterprises to build a "safe cyberspace for women and children".
Fifthly , together with the Vietnam Fatherland Front and other socio-political organizations, we must improve the quality of policy advice, proposals, supervision, and social criticism. We must be proactive and sensitive in identifying issues that are vital to women, families, and gender equality in order to advise and propose solutions to Party committees and authorities. Social supervision and criticism must be substantive, focused, and targeted, so that policies truly come into effect and benefit women.
Sixth , improve the quality of grassroots Women's Union organizations, especially at the branch/group level after implementing the two-tiered local government model; diversify forms of women's mobilization, and develop solutions to enhance the effectiveness of propaganda and mobilization activities among women in ethnic minority and mountainous areas, and women in industrial zones. Focus on building a team of Women's Union officials with strong political convictions, moral character, dedication to the work of the Union, qualifications, scientific working methods, and close ties to the grassroots.
"By promoting the spirit of solidarity, democracy, intelligence, and dedication, I believe and expect that the new Executive Committee of the Provincial Women's Union will lead the women's movement and the Union's activities in the province to develop to a new level; making worthy contributions to the goal of developing Khanh Hoa province into a centrally-governed city, a high-growth pole of the country, worthy of the trust of the Party Committee, government, and people of Khanh Hoa province," emphasized Ms. Nguyen Thi Minh Huong - Vice President of the Vietnam Women's Union.
At the Congress, delegates heard the announcement of the Decision of the Central Committee of the Vietnam Women's Union appointing the Executive Committee, Standing Committee, President, and Vice Presidents of the Khanh Hoa Provincial Women's Union, first term, 2025 - 2030.
Accordingly, the Executive Committee of the Khanh Hoa Provincial Women's Union , first term, 2025-2030, was appointed, consisting of 51 members; the Standing Committee was appointed, consisting of 17 members ; Ms. Nguyen Quynh Nga - Member of the Central Executive Committee of the Vietnam Women's Union, Provincial Party Committee Member, Vice Chairman of the Vietnam Fatherland Front Committee of Khanh Hoa province, was appointed as President of the Khanh Hoa Provincial Women's Union ; Ms. Phan Thi Hoa Binh was appointed as Permanent Vice President of the Provincial Women's Union and Head of the Provincial Women's Affairs Committee; and Ms. Nguyen Hoang Van Ha was appointed as Vice President of the Provincial Women's Union.
