The following are 10 outstanding events in the activities of the Women's Union and the women's movement in Dien Bien province. On the eve of the 13th Congress of the Dien Bien Provincial Women's Union, term 2025-2030 , contributing to promoting the tradition of solidarity, innovation, creativity, development, and steady progress in the new era.
1. Supporting women entrepreneurs
The Dien Bien Provincial Women's Union has been implementing activities to enhance women's economic empowerment through support for women's entrepreneurship. A highlight is the successful organization of four provincial-level "Women's Entrepreneurship Ideas" competitions, attracting 115 innovative ideas. Notably, six entrepreneurial projects by Dien Bien women have won high awards in the national and regional finals organized by the Vietnam Women's Union.
At the same time, the Association supported the establishment of 7 new cooperatives owned or co-owned by women, exceeding the target set for the term. The number of female entrepreneurs and cooperative leaders increased significantly, with a total of 434 female directors, business owners, and cooperative leaders.
Notably, the province has 138 OCOP products, of which 42 out of 86 producers are women, accounting for nearly 48.84%, making a practical contribution to the economic restructuring process towards green and sustainable growth.

2. Participate in building new rural areas in conjunction with the "5 No's, 3 Cleanliness" campaign.
The Association has linked the National Target Program for Building New Rural Areas with the "5 No's, 3 Cleanliness" or "5 Yes's, 3 Cleanliness" campaign and the emulation movement "Each rural household has one clean vegetable garden and raises at least 10 poultry and one livestock animal," achieving clear results with 80,627 members having vegetable gardens and raising poultry according to the criteria. 80,979 members raise at least one livestock animal.
In addition, 4,250 families have met the "5 No's, 3 Cleanliness" or "5 Yes's, 3 Cleanliness" standards, contributing to building a green, clean, and beautiful living environment and improving the quality of life. The "Building Families with 5 No's and 3 Cleanliness" campaign has truly had a widespread impact, making a significant contribution to fulfilling the criteria for communes achieving new rural standards.
Many model "5 essentials, 3 clean" family models have been established.
3. Efforts to promote gender equality (Project 8)
The Dien Bien Provincial Women's Union affirmed its role, responsibility, and efforts in gender equality work in the implementation of Project 8 "Implementing gender equality and addressing urgent issues for women and children" giai đoạn 2021-2025.
Nine out of ten targets achieved 100%, with many targets demonstrating high quality and effectiveness, including: establishing 540 out of 540 community outreach teams, ensuring a widespread network for disseminating information and supporting women and children in every village; establishing 50 out of 50 trusted community centers to serve as safe havens for vulnerable women and children; and establishing 96 out of 96 Leaders of Change Clubs, creating a nucleus for spreading the pioneering spirit in implementing gender equality.
Simultaneously, 32/32 training courses on gender equality monitoring and evaluation were completed, along with 86/86 training courses on gender mainstreaming under Program 3 and 18/18 courses under Program 2, enhancing the capacity of officials from the provincial to the grassroots level; 80/80 female ethnic minority officials in the political system received support and improved their leadership and management capabilities; annually, at least 80% of women from ethnic minority groups with high rates of home births received information, mobilization, counseling, and support to access safe childbirth services; and support was provided to 3/3 livelihood models and cooperatives owned/co-owned by women, contributing to increased income and promoting digital transformation in women's economic development.
The province is continuing to strive to complete all 235/235 policy dialogues at the commune and village cluster levels before December 31, 2025, creating a direct dialogue channel to promptly address issues related to women and children at the grassroots level.

4. Emulation movement
To promote the patriotic emulation movement and foster the spirit of solidarity and creativity among women in Dien Bien, the Provincial Women's Union has launched special emulation campaigns to celebrate major holidays.
During the term, there were 1,243 exemplary individuals and groups (307 collectives, 936 individuals). The emulation movement "Building the Vietnamese woman of the new era," which established criteria for Dien Bien women to be friendly, creative, and aspiring for development, and the emulation movement "Each rural household has one clean vegetable garden and raises at least 10 poultry and one livestock animal" were widely implemented, creating clear changes in the awareness and actions of members and women.
The Association nominated and awarded 143 collectives and 316 individuals who had achieved many accomplishments in implementing the Association's emulation movements and tasks.
5. Supporting women's economic development
The Association has effectively supported women's economic development and sustainable poverty reduction using both domestic and foreign resources. It has encouraged its members to promote self-reliance and actively save, generating over 25 billion VND in internal capital. This has supported 4,215 members with loans for production and business development, establishing and maintaining over 50 livelihood models; and effectively managed entrusted capital of over 1,300 billion VND from the Social Policy Bank and 4.5 billion VND from the Provincial Women's Development Support Fund.
As a result, 10,667 women have escaped poverty and near-poverty. Training courses on business skills and soft skills were organized for over 2,000 Women's Union officials and members, giving women and female business owners the opportunity to improve their capabilities, gain a deeper understanding of policies and economic development opportunities, and become more confident in supporting women in starting businesses.

6. Promote local tourism
The Association has implemented a breakthrough initiative: "Leveraging the potential and advantages of developing tourism-related products/activities," contributing to the overall tourism development of the province. The Association organized 70 women's activities to promote local tourism and established one community tourism model linked to the criteria for building new families. Through this, it has exploited the potential of culture, cuisine, ethnic identity, and the beauty of nature and people in Dien Bien to serve sustainable tourism development. The Association also organized cultural and sports exchange programs to promote the image of Dien Bien women in tourism development.
7. The "Godmother" Program
This program, with its profound humanitarian significance, has been strongly implemented by all levels of the Association and has achieved high effectiveness. The Association has actively called for and connected resources to support 273 orphaned children and children in particularly difficult circumstances in the province, with stable monthly support totaling up to 1.3 billion VND per year. This program not only provides material support but also serves as a great source of spiritual encouragement for these underprivileged children.
8. Social welfare activities

The Dien Bien Provincial Women's Union donated clean water storage tanks to the people of Phinh Giang commune.
Through the "Accompanying Women in Border Areas" program, the Association has coordinated and mobilized a large amount of funding, totaling 8.1 billion VND, during the 2021-2025 period to support poor women and children in border communes; supported 1,303 disabled women in economic development and stabilizing their lives; mobilized the "Million Gifts Sharing Love" program to support disadvantaged officials, members, and women after the pandemic, and contributed over 3 billion VND to the fight against Covid-19; and mobilized support for essential goods to help poor members, women with special difficulties, disabled women, and single women, totaling over 6.2 billion VND.
In particular, during this major anniversary year, the Association successfully organized key activities with the theme "Women nationwide turn their attention to Dien Bien Phu" on the occasion of the 70th anniversary of the Dien Bien Phu Victory, mobilizing social welfare resources worth over 6.5 billion VND, receiving high praise from Party and State leaders and the community.
9. Strengthening social monitoring and criticism, and protecting legitimate rights.

Officials of the Dien Bien Provincial Women's Union regularly participate in training sessions to update their knowledge.
The role of representing and protecting the legitimate rights and interests of women has been significantly strengthened. Women's Union branches at all levels have proactively and collaboratively conducted a total of 1,105 monitoring activities on policies related to women, children, and gender equality. Simultaneously, the Union has actively participated in contributing opinions to legal documents, providing input on 1,218 draft documents, and organizing 64,505 legal education and awareness campaigns on topics such as the Law on Gender Equality, the Law on Prevention and Control of Domestic Violence, and the prevention of abuse against women/children, attracting 1,416,600 participants.
10. Regarding the application of information technology and the quality of the Association's staff.
Implementing the breakthrough "Innovating the working methods of the Women's Union, focusing on the application of information technology," 100% of the Union's officials from the provincial to the grassroots level have university degrees and political theory qualifications at the intermediate level or higher. Simultaneously, the Union has launched the "Digital Transformation Movement 2023-2030," established three models for gathering women online, and created a section called "Dien Bien Women's Market" on its website, showcasing products produced by local women and members.
