A0 can follow the business model when leaving EVN to return to the Ministry of Industry and Trade.

The Ministry of Industry and Trade has proposed converting the National Power System Dispatch Center (A0) back to a business model, instead of the initially proposed public service unit.

On July 5th, the Ministry of Industry and Trade submitted to the Prime Minister a proposal to transfer the National Power System Dispatch Center (A0) to the Ministry, but this will be done in two steps. First, A0 will be separated from the Vietnam Electricity Group (EVN) and a wholly-owned limited liability company will be established under the State Capital Management Committee at Enterprises.

Subsequently, ownership was transferred from the State Capital Management Committee at enterprises to the Ministry of Industry and Trade.

Thus, with this proposal, A0 could be transferred to the Ministry of Industry and Trade under a business model, as suggested by the Ministry of Interior in mid-last month. According to the Ministry of Interior, operating as a limited liability company will help A0 attract high-quality personnel, meet the requirements of national power system dispatching, and align with the price and fee management mechanism.

Currently, the National Power System Dispatch Center (A0) is a subsidiary accounting unit of EVN. The separation of A0 from EVN was mentioned in the 2017 Decision on restructuring the power sector but has not yet been implemented.

However, in this submission, the Ministry of Industry and Trade did not mention the operating mechanism, management methods, or assessment of the impact and difficulties of transferring A0 to this agency, as requested by the Government leaders in June.

Earlier, in early June, the Ministry of Industry and Trade proposed transferring A0 to this agency as a public service unit and requested a special financial mechanism to maintain salaries and allowances equivalent to those currently received by dispatching engineers, averaging 40 million VND per month.

Established in 1994, A0 operates the transmission and distribution of electricity to ensure the safe and stable operation of the power system. This unit is also responsible for operating power plants; exploiting and regulating reservoirs; and handling incidents in the 500 kV power system.

The transfer of A0 to the Ministry of Industry and Trade was carried out at the request of the Prime Minister, aiming to facilitate the operation of a market mechanism in the relationship between the national power system dispatching unit and power generation, transmission, and distribution units as stipulated in the Electricity Law.
