On the afternoon of July 31st, during his State visit to India, in New Delhi, Prime Minister Pham Minh Chinh met with leaders of several leading Indian technology and oil and gas companies. Vietnam could study and learn from the Industrial Corridor model. Mr. Rajesh Kumar Singh, Chairman of the National Industrial Corridor Development Corporation (NICDC), an agency under the Indian Ministry of Commerce and Industry , introduced the Prime Minister to industrial corridors and their role in India's socio-economic development, industrialization, and modernization. Mr. Rajesh Kumar Singh stated that this is a pioneering initiative of India.

This initiative aims to develop new industrial cities, smart cities, integrating next-generation technologies, especially in the semiconductor industry, revolutionizing manufacturing and industry to strengthen India's position in the global value chain. Through this, it aims to make the country a global manufacturing hub and a manufacturing powerhouse. India aims to develop a $1 trillion digital economy by 2026. Dholera in Gujarat is India's first semiconductor city. Prime Minister Pham Minh Chinh highly appreciated the operational model, scale, vision, and role of NICDC in India's economic and social development, modernization, and industrialization over the past period. He particularly praised the role of this model in developing strategic infrastructure, creating new development spaces, and generating new value. Assessing this as a model that Vietnam can study and refer to, the Prime Minister suggested that Vietnamese ministries, agencies, and localities closely coordinate with the Indian Ministry of Commerce and Industry and NICDC, possibly establishing a working group to cooperate, research, and exchange experiences in the future. Meeting with Mr. Shikhar Malhotra, Director of HCL Corporation, the Prime Minister emphasized that digital transformation based on information technology infrastructure is an inevitable trend of the times. The head of the Vietnamese government proposed that Indian businesses cooperate in technology transfer with information technology products, and in training high-quality human resources related to chip manufacturing, digital transformation, knowledge economy, and circular economy.

According to the Prime Minister, Indian businesses can order technology products from Vietnamese corporations and conglomerates to serve India's market of 1.4 billion people. The cost of technology transfer needs to be lower to create better competitiveness and benefit both sides. The Director of HCL Corporation affirmed that Vietnam is one of the strategic priorities in investment and the corporation is ready to transfer advanced technologies. Chairman and CEO of Viettel Group, Tao Duc Thang, proposed three areas of cooperation with Indian businesses: research and development of applications for telecommunications infrastructure equipment such as 5G; research and design of semiconductor chips for both civilian and military use; and research and development of software. Mr. Thang suggested that HCL Corporation should consider reasonable costs in the cooperation to bring technology products to the global market. Opening new horizons for cooperation. Also this afternoon, the Prime Minister received Mr. Arun Kuma Singh, Chairman of the Vietnam National Oil and Gas Group (ONGC). Referring to the issues of resource depletion and population aging, the head of the Vietnamese government stated that these are two major global problems and also challenges Vietnam must face if solutions are not found. The Prime Minister proposed that ONGC sign a long-term, continuous research agreement with the Vietnam National Oil and Gas Group (PetroVietnam).

Emphasizing that energy cooperation is one of the important pillars of the two countries, the Prime Minister welcomed Indian businesses to Vietnam to research, explore, exploit, and process various energy sources, thereby opening up new horizons for cooperation. The Prime Minister noted that future work must be carried out more decisively, boldly, and concretely to achieve better results.
