Bac Ninh: Coordinate to remove bottlenecks, speed up social housing projects

Positive results

According to mechanical calculations, after the merger, Bac Ninh province is responsible for completing the target of 15,920 social housing apartments in 2025 (10,686 apartments in the old Bac Ninh area and 5,234 apartments in Bac Giang province). Deputy Director of the Department of Construction Nguyen Tuan Dung said that in the first 6 months of 2025, the province has completed and partially completed a total of 13 projects, providing 8,124 social housing units, reaching 51.03% of the target of 15,920 units assigned by the Government.

Recently, through review, the province has 15 more projects under construction registered to complete 8,161 apartments by the end of the year. Many projects are being focused on by investors and contractors to accelerate progress, determined to complete the project early, contributing significantly to the province's social housing development goal. A typical example is the EcoHome Song Thuong social housing project, Bac Giang ward, with a scale of 2 19-storey buildings with more than 1,000 apartments. Currently, the contractor is constructing the foundation, reaching 20% of the total volume.

Mr. Ngo Thanh Tung, Deputy Director of EcoHome Song Thuong Project Management, shared: “According to the plan, by March 2026, the project will be completed and more than 1,000 apartments will be handed over. To speed up the progress, the unit will organize construction in 2 continuous shifts, ensuring quality and safety. The investor also closely coordinates with the bank to support customers in accessing preferential loan packages. In the past, although material prices have fluctuated, the investor is still determined to overcome difficulties to ensure project progress.”

At the construction site of the Que Vo social housing project (Phuong Lieu ward), more than 100 engineers, workers and construction and transportation vehicles are working hard. Ms. Nguyen Thi Huong, Head of Investment Planning Department, Tung Bach Limited Liability Company - the investor of the Que Vo social housing project, said: "We are urging the contractor to do their best to complete the two blocks CT1 and CT4 by the end of 2025, providing more than 400 apartments for the province's social housing fund. Currently, the blocks have completed the rough construction and are completing the electricity, water, plastering and tiling items". The Que Vo social housing project has a total investment of more than 1,323 billion VND, and is expected to provide 914 apartments in 2025 and 2026, meeting the needs of about 3,000 workers.

With positive signals, Bac Ninh has the basis to complete the target assigned by the Prime Minister in 2025, and may even exceed the target.

Determined to achieve the goal

According to Decision No. 444/QD-TTg dated February 27, 2025 of the Government, in the period of 2025-2030, Bac Ninh province was assigned by the Prime Minister the target of completing more than 135 thousand units, of which 15,920 units will be completed in 2025 and nearly 18,140 units in 2026. This is a very large goal, requiring the participation of the entire political system.

To complete the assigned targets, in 2025, the province directed departments, branches and localities to urge investors to focus all resources, complete projects under construction, and ensure the progress of apartment handover. Promote propaganda and implement Resolution No. 201/2025/QH15 of the National Assembly, effective from June 1, 2025, on piloting a number of specific mechanisms and policies for social housing development. Notably, the regulation on reserving at least 20% of land fund in commercial housing projects for social housing construction; tax and credit incentives for investment enterprises; support for interest rates on loans to buy and rent-purchase social housing for low-income people and industrial park workers. The Resolution also shortens administrative procedures, creating a clear legal corridor to mobilize resources to participate in social housing development. This is considered a big "boost", helping to remove many legal bottlenecks, further accelerating the progress of selecting investors and implementing projects.

Despite positive results, to complete the social housing targets for the 2025-2030 period, Bac Ninh province is facing a number of difficulties. The biggest obstacle is site clearance. Currently, the whole province has 17 projects facing difficulties in site clearance compensation (11 projects in the old Bac Ninh province, 6 projects in Bac Giang province), for example: Cat Tuong Smart City social housing area (Yen Trung commune); Yen Phong Industrial Park workers' housing project (Tam Da commune); Nam Ngan social housing project (Nenh ward); Van Trung Industrial Park workers' housing project (Viet Yen ward)... At a number of meetings to resolve difficulties, representatives of investors proposed that Bac Ninh province promptly direct the resolution of site clearance problems to speed up project progress. Many businesses have completed all legal procedures and prepared investment resources, but some projects have been affected by delays in compensation and site clearance.

At the conference to promote the implementation of housing projects in early July, Vice Chairman of the Provincial People's Committee Pham Van Thinh requested that departments, branches and localities must coordinate closely and prioritize the settlement of compensation and site clearance for 17 projects. Provincial leaders assessed that this is the biggest bottleneck that requires the entire political system to get involved, especially the consensus of the people to resolve as soon as possible. At the same time, attention should be paid to reviewing and supplementing the planning to ensure sufficient land for social housing, including worker accommodation and housing for the armed forces. “Investors must focus all resources, speed up construction progress, prioritize completing housing items that can be handed over in 2025, ensuring project quality and progress. Bac Ninh province is committed to accompanying and creating favorable conditions for businesses to complete the goal of developing social housing, contributing to ensuring social security and economic development,” emphasized Vice Chairman of the Provincial People's Committee Pham Van Thinh.
