Directive No. 29-CT/TW, dated October 17, 2003 of the 9th Party Central Committee Secretariat on the exchange of Party Membership Cards has contributed to raising Party members' awareness of the role, meaning and importance of Party Membership Cards; thereby helping to gradually promote the management, use and preservation of Party Membership Cards, promoting the implementation of the Party building and rectification campaign.

Faced with the requirements and tasks set forth in the new period, towards the goals of building and developing the country quickly, sustainably, richly and deeply integrated, associated with historical milestones of special importance: the 100th anniversary of the Party's founding (1930-2030) and the 100th anniversary of the founding of the Country (1945-2045); at the same time, meeting the urgent requirements of science and technology development, innovation and national digital transformation, the Secretariat requests Party committees, Party organizations and Party members to carry out the following tasks:

1. Conducting the exchange of Party membership cards throughout the Party.

2. Changing Party Membership Card must ensure the following purposes and requirements:

- The exchange of new Party membership cards was conducted on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) and towards the success of the 14th National Congress of the Party.

- Changing Party membership cards is an important task with profound political significance to further enhance Party members' awareness of revolutionary fighting spirit, sense of discipline and internal solidarity to promote the building and consolidation of Party organizations, improve the quality of Party members, contribute to building and rectifying the Party and the political system; resolutely prevent, repel, and strictly handle cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".

- The process of replacing Party membership cards must be directed and carried out seriously, systematically, scientifically, strictly, in accordance with the Party Charter, the regulations of the Central Committee, and the principles and procedures for replacing, issuing, using, and safeguarding Party membership cards.

- Party membership cards are only exchanged for official party members who already have a Party membership card and have full party membership qualifications according to the Party Charter.

- The process of replacing Party membership cards must be linked to strengthening the application of information technology and synchronizing with the Party member database to improve the efficiency of Party member management and meet the requirements of reforming the Party's leadership methods in the new period.

3. Implementation

- The Central Organizing Committee shall preside over: (1) Coordinate with the Central Propaganda and Mass Mobilization Committee, the Central Public Security Party Committee and relevant agencies to advise on the new Party Membership Card model. (2) Coordinate with the Central Public Security Party Committee and relevant agencies to build Party member data to serve the work of exchanging Party Membership Cards to be completed before September 2, 2025. (3) Coordinate with the Central Inspection Committee and relevant agencies to regularly guide, urge and inspect the organization of exchanging Party Membership Cards throughout the Party, and report to the Secretariat on the organization of implementation.

- The Central Propaganda and Mass Mobilization Commission shall preside over and coordinate with relevant agencies to organize a national conference to disseminate and develop guidelines for political activities throughout the Party on the meaning, role, purpose, and requirements for exchanging Party membership cards.

- Assign the Central Party Office to preside over and coordinate with relevant agencies to advise on developing solutions to connect information of electronic Party Membership Cards with Party member databases and Party databases, serving the implementation of a number of Party administrative procedures in the digital environment.

- Assign the Government Party Committee to direct the Ministry of Finance to ensure funding for exchanging Party membership cards throughout the Party, building terminal infrastructure, reader equipment infrastructure, and related software.

- Assign the Party Committee of the Fatherland Front and Central organizations to direct the Central Committee of the Ho Chi Minh Communist Youth Union to support Party committees, Party organizations, and Party members to review and update Party member data, especially in Party cells in remote, border, island areas, and places with difficulties in information technology infrastructure.

- Assign the Central Public Security Party Committee to coordinate with the Central Organizing Committee and relevant agencies to develop data software for exchanging Party membership cards; develop estimates and plans to select units to organize the production of Party membership cards, ensuring security, safety and confidentiality of information according to Party regulations and State laws.

- The Government Cipher Committee shall take the lead in advising and implementing solutions on security and authentication of data stored in the Party Membership Card chip; coordinate the implementation of a technical infrastructure system to provide digital certificates to the Central Organizing Committee to serve the signing, issuance and verification of Party Membership Cards with chips.

- Assign the Party Committees directly under the Central Committee to focus on leading and directing the urgent completion of updating Party member data according to the Central Committee's instructions; thoroughly organize and seriously implement the exchange of Party Membership Cards in the Party Committee; regularly inspect and urge the implementation of the Party Committees directly under the Central Committee; report the results of the exchange of Party Membership Cards according to regulations.

Party committees, party organizations and party members must seriously implement this Directive. The Directive is disseminated to party cells.
