Dong Nai province will increase its workforce for land surveying to complete compensation and hand over the entire construction site for the Bien Hoa - Vung Tau expressway within 2023.
This information was provided by the Secretary of the Dong Nai Provincial Party Committee, Nguyen Hong Linh, during a dialogue with nearly 3,000 households whose land needs to be cleared for the Bien Hoa - Vung Tau expressway project on October 26th.

The Bien Hoa - Vung Tau expressway project, spanning 54 km with 4-6 lanes and a total investment of 17,800 billion VND, commenced simultaneously in June. However, the majority of the 34 km section passing through Dong Nai province (289 hectares affecting 3,400 households) has not yet been cleared, while Ba Ria - Vung Tau province has handed over nearly 96% of its land.
The People's Committee of Dong Nai province stated that the biggest difficulty currently facing the Bien Hoa - Vung Tau expressway project section passing through the locality is the lack of available land. Although contractors have prepared manpower and machinery ready to implement the project, there is no land to build on.
According to Mr. Linh, the Bien Hoa - Vung Tau expressway project is of great importance in connecting regional transportation and developing the socio-economic aspects of the province as well as the whole country. When the expressway is operational, it will alleviate congestion on National Highway 51 and connect Long Thanh Airport and the Cai Mep - Thi Vai deep-water port.

Therefore, to expedite the land clearance process, Mr. Linh requested the Dong Nai Provincial People's Committee to increase manpower and work on Saturdays and Sundays to quickly complete the counting, measuring, and compensation payments for people affected by the project.
"By the end of this year, all compensation must be paid to the people so that by the beginning of 2024 they can move into the resettlement areas and settle into their new lives," Mr. Linh said, and directed the establishment of two offices to receive and answer people's questions related to the project.
Previously, residents of Bien Hoa City and Long Thanh District raised 25 issues related to compensation prices, cases of building houses on agricultural land, and informal land transactions. Many also hoped to be resettled in the same location rather than moving far away because they had lived there for a long time, had stable lives, and their children were attending school.

Mr. Nguyen Hong Que, Deputy Director of the Project Management Board for Compensation, Land Clearance and Resettlement Support in Dong Nai province, said that when providing compensation, the locality will base the land price on regulations to ensure the best possible price framework for the people.
According to Mr. Que, the specific land prices are currently being investigated and determined by consulting units and submitted to the district and city People's Committees for review and appraisal before approval. During the land price appraisal process, the appraisal council will compare and contrast the prices with projects of similar conditions to ensure that the approved land prices are appropriate. After the land prices are approved, they will be publicly posted for compensation purposes.
