On November 4, Deputy Prime Minister Nguyen Chi Dung signed Decision No. 2439/QD-TTg promulgating the National Data Architecture Framework, National Data Management and Governance Framework, and Shared Data Dictionary (Version 1.0).

In which, the National Data Architecture Framework is specifically regulated as follows:

The national data architecture framework is a comprehensive system of orientation on structure, hierarchy, technical standards and data sharing models among national, specialized, local databases and information systems of agencies in the political system.

The national data architecture framework aims to unify the construction of data architecture applied in ministries, ministerial-level agencies, government agencies, central agencies of political organizations, the Supreme People's Procuracy , the Supreme People's Court, agencies of the National Assembly, central agencies of the Vietnam Fatherland Front, and People's Committees of provinces and centrally run cities.

The national data architecture framework describes the overall architecture of basic data layers such as original data, descriptive data, master data, catalog data, transaction data, aggregated data, analytical data, open data; modeling data blocks according to functions and operations: data serving people and businesses, data serving specialized business management activities, data serving direction and administration, policy making; data serving resource management (internal), data serving security, national defense, social order and safety and data on institutions and policies; identifying platforms for sharing, coordinating data, connecting data between information systems and databases at ministerial, sectoral and local levels with the National Data Center and national shared data coordination flow.

The national data architecture framework is the basis for units to refer to and deploy databases and information systems with data management, ensuring compliance with the laws and policies of the Party and State: Model of organization for data collection and creation; data storage; data administration, management, connection, sharing, and coordination; data exploitation, use; data analysis and synthesis... meeting the provisions of law on data and electronic transactions.

The national data architecture framework requires safety, security and decentralization in compliance with the following regulations: Law on Cyber ​​Security, Law on Information Security, Law on Personal Data Protection, Law on State Secrets Protection, Law on Data and other relevant legal documents.

The national data architecture framework is periodically assessed and updated in accordance with regulations on data governance and management.

The general diagram of the national data architecture framework includes the following components: Users (beneficiaries) include citizens, officials, civil servants, public employees, tourists; organizations, businesses, other agencies and organizations; commune and ward agencies; communication channels include communication methods at Public Administration Service Centers, One-Stop Departments and digital channels such as kiosks, telephones, text messages, emails, smartphone applications, desktop applications, web applications or other devices;

Data components include: National General Database located at the center; national databases, shared databases and specialized databases, information systems of agencies are satellite systems to provide data for the National General Database; data sharing and coordination platform (English name is National Data Orchestration Platform, abbreviated as NDOP) - all mandatory data connection and sharing activities must be carried out through the Data Sharing and Coordination Platform to carry out monitoring, tracing and evaluation of effectiveness.

Typical national information systems serving national data administration and management include: Security Operation Center (SOC) of the National Data Center (NDC); National Data Management System; Shared Data Dictionary System; National Data Portal System; Data Platform of the NDC. Other typical national information systems connected to the Data Sharing and Coordination Platform such as the National Public Service Portal; VNeID Platform/Electronic Identification and Authentication Platform...
