
At the meeting, the Culture and Social Affairs Committee presented the draft Resolution on the investment policy for the Project. The Him Lam Resistance Center, located in the political , economic, cultural, and social heart of Dien Bien Phu city, has the potential to attract tourists. Phase I of the Him Lam Resistance Center has been completed and put into use; however, the project's investment has not been comprehensive and lacks a holistic focus. Investing in preservation and restoration will enhance its historical value, provide a high level of education about the nation's heroic patriotism, and meet the expectations of veterans and tourists.

The project is built on an area of 5,672.44 m² of land, within the boundaries of the Him Lam Resistance Historical Site. The project is consistent with the Dien Bien province planning for the period 2021-2030, with a vision to 2050; and is in line with the Dien Bien province's tourism development orientation to 2025, with a vision to 2030.

Representatives from various departments and agencies provided explanations and clarifications on several issues raised by the Culture and Social Affairs Committee, such as: Was the final settlement of completed Phase I project items in accordance with legal regulations? Did the content and scale of investment in some project items overlap with those already implemented by the Provincial People's Committee in Phase I? Specifically, what were the sources of funding: central government budget, local government, and socialized capital; and the feasibility of disbursing funds for project implementation in the remaining period of 2023 and 2024…
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lo Van Tien requested that the Culture and Social Affairs Committee, together with the Provincial People's Committee, consider the content related to local budget funds and socialized capital sources to submit to the Provincial People's Council for approval. Based on the opinions of the delegates, the Culture and Social Affairs Committee will incorporate, supplement, and revise the draft Resolution to ensure its content complies with regulations before submitting it to the 12th session of the 15th Provincial People's Council.
