In preparation for the 15th session, the Culture and Social Affairs Committee reviewed four reports and draft resolutions. Regarding the "Report on the results of resolving voter petitions before and after the 13th session of the 15th Provincial People's Council," the delegates generally agreed with the draft's content. They requested the Provincial People's Committee to pay attention to and direct the rectification of existing shortcomings and limitations, ensuring that voter petitions are resolved effectively and according to the reported timeline.
Regarding the draft Resolution on adjusting and supplementing some contents of the Training Cooperation Project between Dien Bien province and the Northern Lao provinces, giai đoạn 2021 - 2025, with orientation to 2030, issued together with Resolution No. 128/NQ-HĐND dated December 9, 2022 of the Provincial People's Council, the Committee agrees with the adjustment to increase 5 training quotas for intermediate-level political theory and decrease 5 training quotas for regular university students from Phongsaly and Luang Prabang provinces, Lao People's Democratic Republic. The Provincial People's Committee agrees with the Committee's proposal to review and supplement the conditions of facilities and equipment serving the training of the increased number of students from the Northern Lao provinces as approved in the project after the Resolution is passed by the Provincial People's Council.
Regarding the draft Resolution stipulating the list of fees and fee levels, and the mechanism for managing revenue and expenditure for services supporting educational activities of public educational institutions in the province, the delegates generally agreed with the contents regarding the scope of regulation, applicable subjects; the list of fees and fee levels; and the mechanism for managing revenue and expenditure as in the draft. They also agreed to add the effective date of the resolution from September 1, 2024.
Reviewing the draft Resolution on the Regulations for awarding the Commemorative Medal "For the Cause of Building and Developing Dien Bien Province". While agreeing with the necessity and appropriateness of the draft, the Committee requests the Provincial People's Committee to explain and clarify the legal and practical basis for proposing the time criteria for the subjects specified in Clause 2, Article 3; and the legal and practical basis for proposing not to award the commemorative medal to subjects falling under the cases specified in Point a, Clause 1. What are the reasons for not including the criteria for awarding the commemorative medal for People's Council representatives at all levels who have participated in People's Council activities but do not fall under the subjects specified in Article 3?
After clarifying the issues, the delegates unanimously agreed on the content discussed. Following this, the Culture and Social Affairs Committee will review, revise, and finalize the reports and drafts to be submitted to the 15th Session of the 15th Provincial People's Council.
