
The Ethnic Affairs Committee of the Provincial People's Council reviewed six reports and draft resolutions, including: the Decision on the policy of converting forest land to other uses to implement the project of connecting key economic areas in the dynamic economic zone along National Highway 279 and National Highway 12 in Dien Bien province (phase 2); the approval of the land price adjustment coefficient applied in the province in 2024;…
The delegates generally agreed on the necessity and legal basis for the draft reports and resolutions. Regarding the draft Resolution approving the list of land acquisition projects in Dien Bien province in 2024, the delegates unanimously agreed to add projects requiring land acquisition for socio-economic development in the national and public interest within the province, and approved adjustments to 44 land acquisition projects already approved by the Provincial People's Council, but with changes in area and name, totaling 351.8 hectares of land needed.

Regarding the draft Resolution amending and supplementing several articles of the Provincial People's Council resolutions regulating the implementation of national target programs for the period 2021-2025 in the province, the Ethnic Affairs Committee proposes revising Clause 2, Article 4: The State budget will support a maximum of 95% of the total investment for projects implemented in communes in Area I and 98% for communes in Area II. The State budget will support a maximum of 100% of the total investment for projects implemented in communes in Area III, and particularly difficult villages within communes in Area I and Area II.
The draft Resolution on the land price adjustment coefficient applicable in Dien Bien province in 2024, to ensure consistency and uniformity in the legal framework, requests the Provincial People's Committee to explain and clarify the following: The draft Resolution only proposes adjusting the K coefficient for residential land and agricultural land in districts, towns, and cities, without taking into account other types of land (commercial and service land in urban areas, non-agricultural production and business land, etc.).
Concluding the session, Mr. Mua Thanh Son, Head of the Ethnic Affairs Committee of the Provincial People's Council, acknowledged the contributions of the delegates. He also reviewed, revised, and finalized the reports and drafts to ensure they meet the required format and content standards for submission to the 13th session of the 15th Provincial People's Council.
