The directive states that in 2024, the recruitment and conscription of citizens into the military and the People's Public Security Force will be consistently led, directed, and implemented synchronously by the City Party Committee and the City People's Committee; promoting the role and responsibility of the entire political system, all organizations, and individuals in the implementation process; ensuring that the implementation of the recruitment process and steps comply with the 2015 Military Service Law, the 2018 Law on the People's Public Security Force (amended and supplemented in 2023), and other decrees, circulars, and guidelines on recruitment, ensuring democracy, fairness, and transparency; achieving high quality and efficiency, and completing 100% of the targets assigned by the Government.

To effectively carry out the 2025 military recruitment task, the Chairman of the Hanoi People's Committee instructed Party committees and authorities at all levels to strengthen leadership and guidance; promote the role and responsibility of the entire political system, all organizations, and individuals in the implementation process; establish (or consolidate) Military Service Councils at all levels, ensuring the correct and sufficient number as prescribed by law, and to be responsible for directing, guiding, inspecting, and urging localities to carry out military recruitment work.
The Hanoi People's Committee assigns the Hanoi Capital Command (the standing agency of the City's Military Service Council) to take the lead in coordinating with the Hanoi Police, relevant departments and agencies to advise the People's Committee on directing, monitoring, guiding, inspecting, and urging localities to seriously implement the 2025 military recruitment work in accordance with the Military Service Law, the Public Security Law, and relevant decrees, circulars, and guidelines; to review the results of the review and identification of citizens of eligible age for military service in localities, agencies, and grassroots units. It will also take the lead in coordinating with the Hanoi Department of Health to conduct a review of the preliminary selection and health examination results for military service in localities.
The Hanoi City Police, in coordination with the Hanoi Capital Command, will jointly direct and guide the strict implementation of the recruitment task in accordance with regulations, ensuring the completion of assigned targets. The Hanoi City Police are responsible for directing local police agencies to coordinate with the Military Commands at the same level to review and identify citizens of military age, ensuring no eligible individuals are overlooked; and for directing functional units to assess and ensure the political standards of citizens performing military service and participating in the People's Public Security Force as prescribed.
Furthermore, the People's Committee of Ho Chi Minh City also requested districts, counties, and towns to direct their departments, agencies, and organizations to proactively develop implementation plans at their respective levels, providing specific and detailed guidance to local units on military recruitment; ensuring the correct implementation of all steps in the recruitment process, in accordance with the Law on Military Service and the Law on the People's Police, ensuring democracy, fairness, transparency, and achieving 100% of the assigned targets with high efficiency and quality…
