Ensuring democracy, fairness, objectivity and transparency in amnesty work

On the morning of December 4, the Ministry of Public Security held a conference to review the amnesty work and community reintegration work for pardoned people in 2025. Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister, Chairman of the 2025 Amnesty Advisory Council attended and directed the conference.

The conference was organized in a combination of in-person and online formats from the Ministry of Public Security to the police stations of provinces and cities.

Attending the conference at the Lang Son Provincial Police bridge were comrade Dinh Huu Hoc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial Vietnam Fatherland Front Committee, a number of provincial branches; leaders of the Provincial Police, professional departments of the Provincial Police, and police of a number of communes and wards in the area.

Amnesty is a major policy, demonstrating a lenient and humane policy imbued with the cultural identity and fine traditions of the Vietnamese people. This policy not only demonstrates the strictness of the law but also demonstrates the profound humanity of the Party and State towards those who have made mistakes and know how to repent, reform, and actively correct their mistakes to become good people.

In 2025 alone, the Amnesty Advisory Council submitted to the President for signing a decision to grant amnesty in two phases on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and the 80th anniversary of the successful August Revolution and National Day September 2 for a total of more than 22,000 people.

Despite the large number of applications and short implementation time, the Ministry of Public Security (Standing Agency of the Amnesty Advisory Council) has demonstrated its high role and responsibility, coordinating with departments, ministries and branches to quickly complete the application, process and procedures for strict and careful review, correct subjects and conditions, ensuring publicity, transparency, objectivity, democracy and compliance with the law.

At the same time, central ministries, branches and People's Committees of provinces and cities have directed relevant agencies and units to develop plans to receive amnestied people back to their localities and proactively take management and support measures to help them soon stabilize their lives.

In Lang Son, immediately after receiving the President's decision on amnesty in 2025 and the documents guiding its implementation, the Provincial Police proactively advised the Provincial People's Committee to issue a document directing relevant agencies, departments and branches to seriously implement it. In 2025, the amnesty work was carried out in two phases, including the phase on April 30 and the phase on September 2, with a total of 57 prisoners serving their sentences at the Provincial Police Detention Center being amnestied. The work of receiving, managing, educating and helping amnestied people reintegrate into the community was coordinated and implemented by all levels and branches, contributing to reducing the rate of recidivism and law violations, ensuring security and order in the area.

Speaking at the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh acknowledged and commended the efforts and results of the 2025 amnesty work of ministries, branches, and localities.

To continue to deploy and effectively implement the above lenient and humane policy, he requested that departments, ministries, branches and localities fully and deeply grasp the Party's guidelines and viewpoints, the State's policies and laws on amnesty, ensuring democracy, fairness, objectivity, transparency and compliance with the law. At the same time, regularly and effectively propagate and widely disseminate policies and regulations on amnesty, combining the fight against negative and destructive arguments and behaviors that go against the policies and laws on amnesty.

He requested the People's Committees of provinces, cities, relevant agencies, organizations and enterprises to proactively develop plans and take measures to receive and create favorable conditions to help amnestied people return to their places of residence to soon stabilize their lives.

He requested the Ministry of Public Security, in its role as the Standing Agency for amnesty work, to continue to proactively advise the Party, State, and Government on proposing policies and guidelines on amnesty; to preside over and coordinate the review of regulations for amendments and supplements in accordance with legal documents...

On this occasion, many collectives and individuals were commended by the President, Prime Minister, and Minister of Public Security for their outstanding achievements in amnesty work in 2025.
