At the opening session of the 24th meeting of the 18th Provincial People's Council, term 2021-2026, Ms. Le Thi Huong, Deputy Head of the Legal Affairs Committee of the Provincial People's Council, presented the report of the Legal Affairs Committee of the Provincial People's Council summarizing the results of the review and resolution of opinions and recommendations from voters submitted to the 20th meeting of the 18th Provincial People's Council. Thanh Hoa Newspaper would like to publish a summary of the report as follows:

Ensure that voters' petitions are responded to promptly, substantially, effectively, and consistently from the province to the grassroots level.

Comrade Le Thi Huong, Deputy Head of the Legal Affairs Committee of the Provincial People's Council, presented the report at the session.

According to the verification report of the Provincial People's Council Committees, the Provincial People's Committee has so far directed departments, agencies, and localities to fully receive and respond to all 209/209 voter recommendations submitted to the 20th session, as well as recommendations that are being resolved and those that have not yet been resolved in previous sessions, achieving 100%, including: Planning, infrastructure investment, and urban development: 72 recommendations, accounting for 34.45%; Land, compensation for land clearance, minerals, and environment: 53 recommendations, accounting for 25.36%; Culture and social affairs: 26 recommendations, accounting for 12.44%; Economy - budget, public asset management and investment: 23 recommendations, accounting for 11%; Agriculture, forestry, fisheries and new rural development: 18 recommendations, accounting for 8.61%; Mechanisms and policies: 14 recommendations, accounting for 6.70%. In the areas of security and order, national defense, foreign affairs, traffic safety, and other issues, there were 3 recommendations, accounting for 1.44%.

Through verification, all voter petitions have been seriously studied, surveyed, and addressed by the Provincial People's Committee, demonstrating a high sense of responsibility towards voters and the Provincial People's Council. The responses are clear and fundamentally resolve the issues raised by voters. To date, 117 out of 209 petitions have been resolved, achieving a resolution rate of 55.98%.

The specific results of addressing voter petitions submitted to the Provincial People's Council sessions are as follows: Regarding petitions submitted to the 20th session of the 18th Provincial People's Council, the Provincial People's Committee directed relevant departments and agencies to research, consider, and respond to all 86 petitions within their functions and authority, and to promptly inform voters. The results are as follows: 54 out of 86 petitions have been resolved and answered definitively (62.79%); 28 out of 86 petitions are currently being addressed (32.56%); and 4 out of 86 petitions remain unresolved (4.65%).

Regarding proposals submitted to previous sessions, after review, 123 proposals remain unresolved. To date, the Provincial People's Committee has directed relevant departments and agencies to continue resolving all 123 proposals in order to promptly inform voters; the results are as follows: 63 out of 123 proposals have been resolved and answered definitively, reaching 51.22%; 60 out of 123 proposals are still in the process of being resolved, reaching 48.78%.

Many voter petitions at the 20th session and previous sessions have been definitively resolved by the Provincial People's Committee, such as: Regulations on the number, titles, and policies for part-time officials at the commune, village, and residential group levels; promulgation of regulations on the collection, transportation, and treatment of medical waste; promulgation of regulations on land allocation limits for households and individuals; resolution of policies for wartime civilian workers; recovery of 855.26 hectares of land from Thanh Hoa Coffee and Rubber Company and handover to the People's Committee of Nhu Xuan district for management; recovery of land from Yen Khuong Border Guard Post and handover to the People's Committee of Yen Khuong commune for management; support of 67 billion VND for the implementation of the project to build embankments to prevent erosion on the left bank of the Am River in Lang Chanh district; support of 10.9 billion VND for the implementation of the flood-avoidance road project from Van Cat village in Cam Van commune to Quy Loc commune in Yen Dinh district; investment in domestic water supply projects in Muong Lat district; Completed the installation and trial operation of the monitoring station system in Van Am commune, Ngoc Lac district; implemented repairs on provincial roads 524, 523C, 530B...

Overall, the Standing Committee of the Provincial People's Council and the Provincial People's Committee have consistently focused on leading and directing the handling and resolution of voters' petitions, along with the active and responsible participation of the Provincial Committee of the Vietnam Fatherland Front and other political and social organizations. This has met the legitimate aspirations of voters, fostered public consensus, promptly resolved difficulties and obstacles for localities, and contributed to socio-economic development, maintaining political stability, and ensuring social order and security in the province.

Besides the achievements, there are still some shortcomings and limitations such as: Many issues raised by voters remain unresolved; some issues are resolved slowly and protracted, with voters making repeated requests; some issues have been assigned tasks but the roadmap and deadlines for agencies, units, and localities to resolve and report the results to the Provincial People's Committee for monitoring and guidance have not been clearly defined; some issues raised by voters have not been fully addressed or resolved; and some responses have not accurately assessed the extent of the resolution.

To improve the quality and effectiveness of addressing voters' opinions and recommendations, the Provincial People's Council Committees propose: The Standing Committee of the Provincial People's Council should continue to pay attention to directing the effective monitoring, urging, and supervision of the responses and resolution of voters' opinions and recommendations within the authority of the Provincial People's Committee and relevant specialized agencies. It should also direct the Provincial People's Council delegate groups and individual delegates to continue to effectively monitor and track the results of resolving voters' recommendations, especially those from voters in their respective constituencies.

For the Provincial People's Committee, it is necessary to clearly assign responsibilities to the lead agency and coordinating agencies, develop solutions and clearly define a roadmap to definitively resolve the 121 unresolved petitions; strengthen the inspection and supervision of the resolution of voters' opinions and petitions, and continue to direct departments, agencies, and the People's Committees of districts, towns, and cities to enhance their responsibility and regularly coordinate in resolving and responding to voters' petitions, ensuring that the resolution of voters' petitions is timely, substantive, effective, and consistent from the provincial level to the grassroots.

For the Provincial Fatherland Front Committee, it is necessary to continue to effectively coordinate with the Standing Committee of the Provincial People's Council, the Provincial National Assembly Delegation, the delegate groups, and the Provincial People's Council delegates in understanding the legitimate aspirations and concerns of voters and the people. At the same time, it should strengthen supervision and critical feedback on the handling of voters' opinions and recommendations; linking voter outreach with the dissemination and explanation of the Party's guidelines, the State's policies and laws, and the implementation of the province's socio-economic development tasks.

For the Standing Committees of the People's Councils of districts, towns, and cities, it is necessary to strengthen supervision of the resolution and response to opinions and recommendations of voters in the locality; promptly report to the Standing Committee of the Provincial People's Council on opinions and recommendations that have been resolved but voters have not yet agreed, especially those issues that have been repeatedly raised and have dragged on for many years.
