During the investigation, the police determined that Pham Van Tuc used the identity card of Nguyen Thanh Hung (born in 1982, residing in Ho Chi Minh City) to conduct civil transactions and buy and sell land in Hon Nghe commune, Kien Luong district, Kien Giang province (now Hon Nghe commune, An Giang province).
In 2023, Tuc asked to buy a plot of land in Hon Nghe commune but the landowner did not agree to sell. After that, Tuc posted the above plot of land for sale on social networks. When Mr. D.MT (residing in Hanoi City) contacted him, Tuc used the name Hung to negotiate the purchase and sale transaction with Mr. T and then took him and his wife to see the land.
Mr. T agreed to buy the land for 1.1 billion VND. When he received all the money from Mr. T, Tuc gave Mr. T a land use right certificate with an address in Hon Nghe commune. Suspecting that the land use right certificate Tuc gave him was fake, Mr. T went to the police station to report it.
Through appraisal, the land use right certificate above is fake. The police agency decided to prosecute the case, prosecute the accused and issue an order to temporarily detain Pham Van Tuc for the crime of forging seals and documents of agencies and organizations; using fake seals and documents; and fraudulent appropriation of property.
Because Tuc fled the locality, on September 5, 2024, the Investigation Police Agency of Kien Giang Provincial Police (now the Investigation Police Agency of An Giang Provincial Police) issued a special wanted notice for Tuc.
After hiding in many places, on the morning of October 25, 2025, Tuc was arrested by detectives from the Office of the Investigation Police Agency of An Giang Provincial Police in coordination with the Office of the Investigation Police Agency of Da Nang City Police while hiding in Duy Nghia Commune, Da Nang City.
While on the run, Tuc continued to use the name Nguyen Van Minh (born in 1983, residing in Bac Giang province) to defraud and appropriate other people's property.
The Investigation Police Agency of An Giang Province Police requests that anyone who is a victim of Pham Van Tuc contact the Office of the Investigation Police Agency of An Giang Province Police (address: 507 Nguyen Chi Thanh Street, Rach Gia Ward, An Giang Province) to report to serve the investigation.
