Seven groups of solutions to support business households in converting from lump-sum tax to declaration

At the conference on information and briefing on the implementation of key tasks of the city's press work in December 2025, organized by the Hanoi Party Committee's Propaganda and Mass Mobilization Department on the afternoon of December 5, Mr. Nguyen Anh Dung - Deputy Head of Hanoi City Tax Department said that Hanoi currently has 356,737 active business households and individuals, an increase of 122,244 business households and individuals. The revenue of business households in the first 10 months of 2025 reached 5,099 billion VND, and is expected to reach 6,000 billion VND for the whole year of 2025, an increase of 45% compared to 2024.

Regarding e-commerce activities, after identifying and cleaning the data, Hanoi City Tax has put 154,708 organizations, enterprises, business households, and business individuals with e-commerce activities under management and monitoring, with the total budget payment expected in 2025 to be 36.3 trillion VND, an increase of 15.5%.

Regarding the content of innovation and improvement of tax management quality for business households, Mr. Nguyen Anh Dung said that 69,782 new business households have been added. Particularly, the solution of recording videos in the area, putting 1,397 streets under management, and updating the database reached 95% of the total number of households in the area. Measures to review COD delivery data, input invoices, cash flow and e-commerce data helped increase revenue by more than 1,237 billion VND/year, of which COD review alone contributed 249.1 billion VND and e-commerce household review increased revenue by 889.5 billion VND...

To implement the conversion of tax management models and methods for business households when eliminating lump-sum tax in the area, the City Tax Department has issued solutions to support business households, ensuring consistency and smoothness from the city to grassroots levels.

Many comprehensive digital transformation and support campaigns have been launched, such as the "45-day digital transformation" and "90-day data cleaning" campaigns, which have helped synchronize information and create the premise for the "60 peak days of converting from lump-sum tax to declaration" being deployed throughout the city.

As a result, up to now, 14,049 households and business individuals have used electronic invoices generated from cash registers, of which 9,087 households and business individuals are not required to register but voluntarily register.

Over 85% of taxpayers have installed and used the eTax Mobile application to declare and pay taxes electronically and connect data with the Tax authorities.

Hanoi City Tax will deploy 7 main groups of solutions such as: Supporting free legal advice; providing free software and technology support; enhancing interaction channels and multi-level support; surveying the current situation and needs of each household; coordinating with technology solution providers, providing support without incurring costs; coordinating with professional associations for training and guidance; accompanying throughout the model of "1 officer - 1 group of business households".
