Attending the closing ceremony were: Mr. Tong Thanh Hai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Festival Organizing Committee; Ms. Nguyen Hai Nhung - Director of the Department of Ethnic Culture, Ministry of Culture, Sports and Tourism; Mr. Le Duc Duc - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department; members of the Steering Committee and Organizing Committee of the Festival; members of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council, Provincial People's Committee, and the Vietnam Fatherland Front Committee of the province; representatives of leaders from departments, agencies, organizations, armed forces, officials, soldiers, and people of all ethnic groups in the province; artisans, performers, and athletes from participating delegations...

With the theme "Preserving, promoting, and spreading the traditional cultural identity of ethnic minorities," the festival contributed to concretizing the goals, tasks, and strategic breakthrough solutions at the National Cultural Conference implementing the Resolution of the 13th National Congress of the Communist Party of Vietnam; "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development" and to "Culture illuminates the path for the nation" as taught by President Ho Chi Minh. At the same time, the festival strengthened national unity; honored and promoted the beautiful traditional cultural values of ethnic groups with populations under 10,000 nationwide in particular, and the traditional cultural identity of the 54 ethnic groups of Vietnam in general.
At the closing ceremony, the Organizing Committee awarded first, second, third place and encouragement flags to the 8 provinces participating in the National Sports Festival. The first place went to Lai Chau.

For cultural activities, the Organizing Committee awarded 9 A, B, and C prizes to participating delegations in the exhibition space showcasing characteristic cultural products; 45 A, B, and C prizes to delegations participating in the folk art festival; 9 A, B, and C prizes for the traditional costume performance program; 8 A and B prizes for the performance and presentation of excerpts from traditional festivals and cultural rituals; and 8 A and B prizes to delegations with achievements in showcasing traditional crafts of ethnic groups with populations under 10,000 people.

Evaluating the results of the festival's organization and closing ceremony, Comrade Tong Thanh Hai, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, and Head of the Festival Organizing Committee, affirmed: The opening ceremony of the festival ensured solemnity and grandeur, with significant political and cultural meaning, leaving a positive impression on viewers; it had a widespread impact on the traditional and unique cultural values of ethnic groups with populations under 10,000 people. The festival received profound attention from Party and State leaders, central ministries and agencies who attended, directed, and encouraged the artisans, performers, and athletes.

The festival was meticulously prepared and organized on a large scale, ensuring uniformity and scientific approach among the organizing units and participating units. The festival was held safely, economically, practically, and effectively, attracting the attention of a large number of people from the provinces participating in the festival in particular and the whole country in general.

At the conclusion of the Festival, the Organizing Committee awarded Certificates of Merit from the Minister of Culture, Sports and Tourism to 18 collectives and 5 individuals for their outstanding achievements in participating in the First Cultural Festival of Ethnic Groups with Populations Under 10,000 in Lai Chau in 2023; the Chairman of the People's Committee of Lai Chau province awarded Certificates of Merit to 20 collectives and 30 individuals for their outstanding achievements in organizing and implementing the First Cultural Festival of Ethnic Groups with Populations Under 10,000 and the Lai Chau Culture and Tourism Week in 2023.
On this occasion, Lai Chau province handed over the flag for hosting the 2nd Cultural Festival of Ethnic Groups with Populations Under 10,000 in 2028 to Lao Cai province.
