What did the Central Highlands General Hospital explain to the investigation agency?

Regarding the case of “Receiving bribes”, “Giving bribes”, “Bribery brokerage” in the medical practice certificate issuance ring in Dak Lak province, on May 26, the Dak Lak Police Investigation Agency said that the unit had received an explanation report from the Provincial General Hospital about the incident.

According to the report of the Central Highlands General Hospital, on August 24, 2018, Doctor Trung's Clinic at 37 Nguyen Cong Tru, Buon Ma Thuot City sent staff to the Central Highlands General Hospital to ask for permission to study to improve professional qualifications for 7 doctors, with the purpose of working for this clinic.

Upon receiving the request, the Central Highlands General Hospital instructed the admission procedures and assigned a practice instructor to the Orthopedic Trauma Department for a period of 12 months. After completing the procedures, Dr. Bui Binh Trung, Director of Dr. Trung Clinic, signed a contract and paid 70 million VND in tuition fees for 7 doctors according to regulations. However, for unknown reasons, only 4 doctors submitted their applications and related certificates, including: Le Anh Tai, Hua Chi Cuong, Huynh Van Binh and Huynh Thanh Giau. All 4 doctors have permanent residence in Buon Don district.

Afterwards, the 2 Deputy Directors of the Central Highlands General Hospital confirmed that the 3 doctors including: Le Anh Tai, Hua Chi Cuong, Huynh Van Binh had 4 months of practice time, and Dr. Huynh Thanh Giau had 8 months at the Department of Orthopedics and Traumatology.

After receiving the certificate from the Central Highlands General Hospital, Ms. Le Thi Anh Hong (wife of Mr. Bui Binh Trung) submitted documents, requesting to issue practice certificates for the above 4 doctors at the one-stop department of the Dak Lak Department of Health . In 2019, Ms. Nguyen Thi Xuan Thuy, Deputy Director of the Dak Lak Department of Health, signed and issued 4 practice certificates for the above 4 doctors, with the scope of expertise being plastic and cosmetic examination and treatment. The Central Highlands General Hospital admitted that the hospital does not have a Plastic and Cosmetic Department. On the other hand, all 4 doctors were assigned to practice at the Department of Trauma and Orthopedics.

According to the report of the Central Highlands General Hospital, the issuance of certificates of practice in aesthetics for the above 4 doctors is under the authority of the Department of Health. Because the appraisal of documents to issue certificates of practice is the responsibility of the functional departments under the department. However, with the confirmation of practice for 4 doctors, the Central Highlands General Hospital admitted its shortcomings when the General Planning Department did not closely monitor each individual who went to practice to improve their qualifications. "The Central Highlands General Hospital has reviewed the responsibility of the Board of Directors and related individuals. The hospital has disciplined Ms. H'Xuan Nie, an officer of the General Planning Department of the hospital, with a warning," the explanation of the Central Highlands General Hospital stated.

According to the regulations of the Ministry of Health , the issuance of a practice certificate after a doctor has a medical degree must practice for 18 months at a general hospital with related treatment departments. For doctors who work freelance and do not work in any hospital, they must return to the locality where they have permanent residence to practice their profession, so that the Department of Health in that locality can issue a practice certificate.

As reported by CAND Newspaper, the Dak Lak Provincial Police Investigation Agency has prosecuted 6 defendants for investigation of the acts of "Receiving bribes", "Giving bribes" and "Brokering bribes" including: defendant Le Thi Anh Hong (residing in Ho Chi Minh City) was prosecuted for the crime of "Brokering bribes". Defendant Phan Van Anh, former officer of the Social Order Administrative Police Team of Buon Don District Police was prosecuted for the crime of "Receiving bribes". Separately, 4 defendants are doctors: Le Anh Tai, Hua Chi Cuong, Huynh Van Binh and Huynh Thanh Giau (all from other places residing in Buon Don District) were prosecuted for the crime of "Giving bribes".

According to the Investigation Agency, in 2018, the defendant Le Thi Anh Hong worked at Dr. Trung clinic in Buon Ma Thuot city, Dak Lak, where the defendant Hong's husband was the director. While working here, the defendant Hong asked a Facebook account named Nhu Y to introduce anyone who needed a medical practice certificate to Hong to receive a commission. After that, the account Nhu Y posted information on Facebook with the content "Support for issuing medical practice certificates".

Because they needed to get a practice certificate but did not know the process, Huynh Thanh Giau, Huynh Van Binh, and Hua Chi Cuong went on Facebook to find out and saw the information posted by the account Nhu Y, so they contacted her and were introduced by this account, giving her the phone number of the defendant Le Thi Anh Hong. In addition, through the introduction of an acquaintance, Le Anh Tai contacted Hong to ask for a practice certificate...
