Previously, on November 7, 2023, at km 41, National Highway 9, Dakrong District Police stopped and inspected the vehicle according to administrative procedures for the car with license plate 36H - 01534, pulling trailer 36R - 02151. During the inspection, Dakrong District Police discovered that the vehicle contained 7,385 kg of batteries, which are hazardous waste.

Mr. Duong Van Sinh (born in 1988), residing in Tam Quan commune, Tam Dao district, Vinh Phuc province - the owner of the above battery number said he bought it from a stranger to transport to the Northern region for consumption.

Mr. Sinh's behavior violated Point h, Clause 5, Article 30, Decree No. 45/2022/ND-CP dated July 7, 2022 of the Government regulating administrative sanctions for violations in the field of environmental protection. In addition to being fined, Mr. Sinh was forced to transfer the above waste to a competent unit for treatment.
