Hanoi Secretary Bui Thi Minh Hoai becomes Secretary of the Party Committee of the Fatherland Front and Central Mass Organizations

Hanoi Secretary Bui Thi Minh Hoai was mobilized, assigned and appointed by the Politburo to be Secretary of the Party Committee of the Fatherland Front and Central mass organizations.

On the morning of November 4, the Party Committee of the Fatherland Front and central organizations held a conference to announce the Politburo 's decision on personnel work.

According to the decision of the Politburo, Ms. Bui Thi Minh Hoai - Politburo member, Secretary of the Hanoi Party Committee, Head of the 15th National Assembly Delegation - ceased to participate in the Executive Committee and Standing Committee of the Hanoi Party Committee, and ceased to hold the position of Secretary of the Hanoi Party Committee for the 2025-2030 term.

Mobilize and assign to participate in the 13th Party Central Committee Secretariat, appoint to participate in the Executive Committee, Standing Committee, hold the position of Secretary of the Party Committee of the Fatherland Front and Central organizations.

Handing over the decision and assigning tasks to the new Secretary of the Party Committee of the Fatherland Front and Central organizations, General Secretary To Lam said that implementing the Party's policy on streamlining the apparatus, the Politburo decided to appoint, assign and introduce a number of Politburo and Secretariat members to manage a number of units.

To implement that decision, this morning the decision was announced for Mr. Do Van Chien to cease participating in the Standing Committee of the Party Committee of the Fatherland Front and Central Mass Organizations, and to cease holding the position of Secretary of the Party Committee of the Fatherland Front and Central Mass Organizations.

At the same time, the decision was announced for Ms. Bui Thi Minh Hoai - Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi City National Assembly Delegation - to resign from those positions, join the Secretariat and become Secretary of the Party Committee of the Fatherland Front and Central organizations.

Then, the Central Committee will report and introduce the Presidium of the Central Committee of the Vietnam Fatherland Front to consult and elect the Chairman of the Central Committee of the Vietnam Fatherland Front.

Congratulating the Hanoi Party Committee, the Fatherland Front Party Committee, central organizations and comrade Bui Thi Minh Hoai personally for gaining the trust of the Politburo, the Secretariat, and the Party Central Committee to assign new tasks, General Secretary To Lam affirmed that Ms. Bui Thi Minh Hoai is a cadre who has grown up from the grassroots, has a lot of experience in mass mobilization, solidarity, gathering, and mobilizing the people.

She also served as Head of the Central Mass Mobilization Commission and during her time as Secretary of the Hanoi Party Committee, she and the Hanoi Party Committee successfully completed the assigned tasks.

Hanoi city in recent times has completed the targets and objectives of the resolutions of the Party as well as of the city.

The capital's appearance is spacious, Hanoi's growth is 1.4 times higher than before. The organization of the apparatus is perfected, and the two-level government apparatus is arranged to operate well.

These results are due to the contributions of officials in the City Party Committee, especially Ms. Bui Thi Minh Hoai with the responsibility of Secretary of the City Party Committee, Head of the National Assembly Delegation. This is most clearly shown in the evaluation results at the 18th Congress of Hanoi Party Committee, term 2025-2030.

General Secretary To Lam also thanked Mr. Do Van Chien for completing his tasks well during his time working for the Fatherland Front. Mr. Do Van Chien is a cadre who has grown up from the grassroots, has a lot of experience in mass mobilization, solidarity, gathering, and mobilizing the people, and has successfully completed the task of arranging and organizing the apparatus of the Fatherland Front and central organizations into order.

From the newly assigned tasks, General Secretary To Lam believes that the Hanoi Party Committee will perfect the city's leadership apparatus.

The General Secretary also believes that the Party Committee of the Fatherland Front and the Central organizations will continue to unite and work with Ms. Bui Thi Minh Hoai to complete the tasks in the upcoming period, which are extremely difficult but also very glorious.

Strive to complete the tasks set out by the 13th National Party Congress, successfully implement the tasks of the 14th Party Congress and the National Congress of the Vietnam Fatherland Front for the 2026-2031 term; promote tradition, successfully complete assigned tasks in the new working environment.

In her acceptance speech for her new position, Ms. Bui Thi Minh Hoai promised to make efforts, be dedicated, and put forth her best efforts, uphold the pioneering and exemplary spirit, uphold the principles of solidarity and unity with the leadership, promote collective intelligence and creativity, overcome all difficulties and challenges to successfully complete the task.

Successfully implement the resolution of the first Congress of the Party Committee of the Fatherland Front and Central mass organizations, term 2025-2030; contribute with the whole country to implement the resolution of the 14th National Party Congress.

Ms. Bui Thi Minh Hoai was born in 1965, her hometown is Ninh Binh province. Ms. Hoai has a master's degree, a bachelor's degree in law, and a bachelor's degree in economics. She has a high level of political theory.

She is a member of the 13th Politburo (from May 2024); Secretary of the 13th Party Central Committee (until July 2024); Member of the 10th (alternate), 11th, 12th, 13th Party Central Committee; Delegate of the 15th National Assembly.

Ms. Hoai has held many positions at the local and central levels such as Vice Chairman of the People's Council of Ha Nam province (old), Head of the Provincial Party Committee's Mass Mobilization Commission, and Secretary of the Phu Ly City Party Committee.

From March 2009 to March 2011, she was the Permanent Vice President of the Central Committee of the Vietnam Farmers' Union. She then became the Vice Chairman and then Permanent Vice Chairman of the Central Inspection Committee, and Head of the Central Committee for Mass Mobilization.

From July 2024, she is Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City.
