City Party Secretary Le Ngoc Quang: Speed ​​up the implementation of key projects and works, strive to disburse 100% of public investment capital by 2025

DNO - On the afternoon of November 3, Central Party Committee member and City Party Secretary Le Ngoc Quang chaired a meeting to listen to a report on the disbursement of public investment capital plans in Da Nang city.

Attending the meeting were Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Duc Dung.

At the meeting, Secretary of the City Party Committee Le Ngoc Quang emphasized that 2025 is of special importance, being the final year of implementing the 5-year socio -economic development plan and the medium-term public investment plan for the 2021-2025 period.

One of the important driving forces to ensure the completion of the 2025 economic growth target identified by the Central Government and the city is to promote the disbursement of 100% of public investment capital in 2025.

This is a very important solution, contributing to promoting growth, creating jobs and livelihoods for people, activating and leading social resources for development investment.

Since the beginning of the year, especially from July 1, 2025, the Standing Committee and the Standing Committee of the City Party Committee have resolutely and closely directed the allocation and disbursement of public investment capital in the city; requested the City People's Committee and branches and localities to focus on performing tasks with the highest determination; resolved difficulties and obstacles to speed up the progress of project implementation, especially key and important projects.

According to the Secretary of the City Party Committee, the city government has made many efforts, especially focusing on resolving problems arising in the management and operation of public investment after the reorganization of the apparatus and administrative units. However, the results of disbursement of public investment capital in 2025 in the whole city have not yet met the set requirements.

The Standing Committee of the City Party Committee acknowledged and shared the difficulties and obstacles in the process of handing over and receiving programs, tasks, projects, and public investment plans in the process of reorganizing the apparatus, administrative units, and operating the 2-level local government model.

However, issues related to compensation, site clearance, investment preparation, and construction implementation are not new tasks but have lasted for many years.

The City Party Secretary requested departments, branches, agencies, and units to focus on clarifying the main causes of slow disbursement progress at each stage, especially issues related to slow implementation and procedure settlement. There are cases where capital and volume plans have been made but disbursement has not yet been made.

It is necessary to carefully analyze subjective causes, from which to propose key, fundamental solutions to remove obstacles, speed up the disbursement of public investment capital associated with ensuring construction quality, labor safety and hygiene, and combating corruption, negativity, loss, and waste.

At the same time, the project management boards under the City People's Committee are required to commit to the progress and roadmap for disbursing the assigned capital plan in 2025; using the results of public investment capital disbursement as a criterion for evaluating and classifying units at the end of 2025.

Reporting at the meeting, Director of the Department of Finance Tran Thi Thanh Tam said that the total estimated public investment capital plan for 2025 of Da Nang city assigned by the Prime Minister is 16,402,859 billion VND, the City People's Council and City People's Committee assigned is 17,638,582 billion VND, not including 2 batches of central budget capital plan for 2025 after September 30, 2025 assigned by the Prime Minister to add 812,703 billion VND from the source of increased central budget revenue in 2024.

Since the beginning of the year, the city has allocated 17,074,494 billion VND in detail to units and localities, reaching 96.8% of the capital plan assigned by the City People's Council.

Of which, the local budget is 12,262,683 billion VND (reaching 100%), the central budget is 4,811,811 billion VND (reaching 89.5%). The remaining unallocated capital plan is 564,088 billion VND from the central budget, including: The national target program for sustainable poverty reduction is 3,472 billion VND and ODA foreign capital is 60,616 billion VND; the central budget revenue increase capital source is 500 billion VND allocated for the project to upgrade and renovate National Highway 14D assigned by the Prime Minister in Decision No. 1566/QD-TTg dated July 19, 2025.

With the strong leadership and direction of the city's leaders and the participation of agencies, departments, branches and localities, the disbursement work has achieved remarkable results so far.

According to the State Treasury of Region XIII, by October 31, 2025, the disbursement of the capital plan according to the assigned budget in 2025 reached VND 8,580 billion/VND 16,402,859 billion, equal to 52.3% of the plan assigned by the Prime Minister; equal to 48.6% of the plan assigned by the City People's Council, of which the disbursement of central capital reached VND 2,203,863 billion/VND 5,375,899 billion, equal to 41% of the capital plan assigned by the Prime Minister.

The remaining capital plan to be disbursed by January 31, 2026 is 7,822 billion VND to ensure a disbursement rate of 100% of the capital plan assigned by the Prime Minister...
