On May 31, Russia continued to report shelling of its border towns, while Britain argued that Ukraine had the right to conduct attacks "outside its territory" in self-defense.

Belgorod Governor Vyacheslav Gladkov said Ukrainian forces shelled the Russian border town of Shebekino for the third time this week, damaging buildings, burning vehicles, and injuring at least one person.
Earlier, the Governor of Belgorod also announced that two industrial facilities in the town had been attacked on May 29.
The city of Belgorod, bordering Ukraine's Kharkiv region, has been repeatedly attacked by Kyiv's forces since the start of the Russia-Ukraine conflict in February 2022.
This move comes after Russia announced earlier on the morning of May 30th drone attacks on Moscow and surrounding areas, damaging several buildings. Russia stated that it had shot down all the drones involved in the attacks.
Russia accused Ukraine of being behind the attack, but Kyiv denied any direct involvement.
On May 30, British Foreign Secretary James Cleverly declined to comment on the downed drones in Moscow, stating: “I do not have the details and I will not speculate on the nature of the drone attack on Moscow.”
However, according to the British diplomat , in principle, conducting attacks outside its territory is part of Kyiv's right to self-defense aimed at reducing the risk of Moscow attacking Ukrainian territory.
The head of British diplomacy stated that legitimate military targets outside its borders are part of Ukraine's right to self-defense.
This statement comes after the US previously affirmed its continued disapproval of attacks on Russian territory.
In another development related to the situation in Ukraine, German media reported on May 30 that Kyiv and its allies are planning to hold a summit of world leaders, excluding Russia.
German media, citing European diplomats and Andrei Yermak, Chief of Staff to the Ukrainian President, confirmed that the purpose of this idea is to gain support for Kyiv's conditions for ending the current conflict.
The plan to organize the conference is still in the preparatory stage, but it has already received strong support from European leaders, including French President Emmanuel Macron.
The Chief of Staff of the President of Ukraine emphasized: "We need a unified plan from the civilized world that genuinely wants to live in peace."
Asserting that direct negotiations with Moscow are impossible as long as Russian troops remain in Ukraine, Yermak declared that Kyiv will not compromise on the country's territorial integrity.
