On May 14th, a delegation from the Ministry of Industry and Trade , led by Mr. Trinh Quoc Vu, Deputy Director of the Energy Saving and Sustainable Development Department, held a working session on energy saving practices in Lao Cai. Representatives from the Northern Power Corporation and Vietnam Electricity Group also participated.

Working with the inspection team were representatives from the Department of Industry and Trade, the Lao Cai Power Company, and several specialized departments and businesses in the province.
Reporting to the inspection team, representatives from the Energy Management Department of the Lao Cai Department of Industry and Trade stated that, in recent times, besides advising the Provincial People's Committee on the issuance of numerous decisions, plans, directives, and official documents regarding electricity supply and efficient energy use, the Department of Industry and Trade has proactively issued documents to organizations and individuals to guide the implementation of regulations on energy saving and efficiency. Furthermore, the Department of Industry and Trade has required key energy-consuming facilities to implement energy management systems and comply with the regulations of the Law on Energy Saving and Efficiency, and other documents on electricity conservation.
Mr. Ha Van Anh, Deputy Director of Lao Cai Power Company (PC Lao Cai), also stated: In recent times, Lao Cai Power Company has ensured a safe electricity supply, effectively serving important political and social activities in the locality. In 2023, Lao Cai saved 55.35 million kWh, achieving a rate of 2.13%. The company consistently implements electricity saving measures in accordance with Directive 20 of the Prime Minister.
In 2024, the Northern Power Corporation assigned Lao Cai Power Company to reduce peak power demand by 57 MW during peak hours of the system (from 12 PM to 3 PM and from 9 PM to midnight during hot months). Lao Cai Power Company worked with 65 large customers to sign agreements on load adjustment and shifting production loads during peak hours. In addition, Lao Cai Power Company also worked with customers with diesel generators to proactively disconnect from the grid to reduce the system's peak power demand by approximately 4.7 MW in case of peak power shortages...

Speaking at the inspection, a representative from the Northern Power Corporation proposed that the Department of Industry and Trade take the lead and closely coordinate with the Power Company to strengthen inspections of electricity saving efforts in the area.

Concluding the meeting, Mr. Trinh Quoc Vu, Deputy Director of the Energy Saving and Sustainable Development Department, Ministry of Industry and Trade, emphasized: The national electricity demand for the first three months of 2024 increased by 11.84%, while that of Lao Cai was 15.7%, a very high rate. Therefore, to address this issue, promoting the use of energy efficiently and effectively is a top priority.
Mr. Trinh Quoc Vu suggested that the Department of Industry and Trade review management documents and intensify supervision and inspection of 19 key energy-consuming facilities in the province, as 63% of the commercial electricity output in Lao Cai province comes from these key energy-consuming facilities...
In 2025 and subsequent years, the Department of Industry and Trade of Lao Cai province is requested to closely coordinate with the Energy Saving and Sustainable Development Department to propose support measures. Based on the proposals from localities, the Ministry of Industry and Trade will compile, review, and approve programs and tasks that are consistent with the implementation plan of the National Program on Efficient Energy Use for the period 2019-2030. At the same time, the Department is ready to provide maximum support to localities in training and capacity building for energy management officials at the local and enterprise levels.

Responding to the inspection team's comments, Mr. Nguyen Truong Giang, Deputy Director of the Lao Cai Department of Industry and Trade, agreed with the team's suggestions and stated that the Department of Industry and Trade is committed to further improving the management of energy saving and efficiency, as well as closely coordinating with the Energy Saving and Sustainable Development Department in the future.
During this visit, the inspection team worked with Duc Giang Chemical Company Limited on the company's compliance with the law regarding the efficient and effective use of energy.
