The Ministry of Industry and Trade organized the Forum "Using energy economically and efficiently"

(PLVN) - On June 26, 2025, in Hanoi, the Ministry of Industry and Trade organized the Forum "Using Energy Economically and Efficiently: Achievements and Goals in the Era of Growth". This is an event to disseminate information about the Law on Using Energy Economically and Efficiently, which was recently passed on June 18 at the 9th session of the 14th National Assembly.

Speaking at the forum, Ms. Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ), stated that efficient energy use is a strategic policy identified by the Party and State very early on. Vietnam has also implemented this policy through the Law on Efficient Energy Use and national programs; Decisions and Directives of the Prime Minister.

In the context of the world and Vietnam accelerating the shift towards a green growth and sustainable development model, especially in realizing the commitments made at COP26, limiting traditional energy sources, developing new, green and clean energy sources, and promoting the use of energy-saving and efficient energy are important and urgent pillars.

Therefore, using energy efficiently and effectively is not only the responsibility of the electricity sector or state management agencies, but a shared task of the entire society, from each family and business to organizations and communities . The Ministry of Industry and Trade hopes that, with the cooperation of ministries, businesses, and the people, the energy saving movement will spread even more strongly, contributing to ensuring sustainable national energy security as well as fulfilling international commitments, confidently entering a new phase of development for Vietnam - an era of national progress.

Ms. Giang also stated that the forum was organized to disseminate information about the Law on Economical and Efficient Energy Use, which was passed on June 18th at the 9th session of the 14th National Assembly . The new law has many breakthroughs in both legal techniques and policy content.

Some key points to mention include the establishment of a fund to promote energy conservation and efficiency, but without creating new organizations; instead, it will operate independently, socialize resources, and play a role in promoting investment and funding initiatives for energy conservation and efficiency. The energy service organization is also clearly defined in terms of its functions, operating model, support mechanisms, and incentives for developing a system of energy consulting and auditing services.

Energy labeling for building materials is also stipulated for the first time in this law, aiming to integrate energy saving into construction projects, contributing to reducing emissions right from the design and materials stages; abolishing inappropriate tax incentives, strengthening green finance policies in accordance with current regulations, and creating a transparent legal framework for preferential credit and green loans in the energy sector.

Mr. Vo Quang Lam, Deputy General Director of Vietnam Electricity Group (EVN), stated that EVN aims to achieve key electricity saving targets in the 2025-2030 period, including: internal savings within EVN's units exceeding the targets set in Directive 20/CT-TTg; reducing the percentage of electricity used for transmission and distribution across the entire grid system to below 6%; and reducing peak load capacity by at least 1,500 MW through the demand side management (DSM/DR) program.

At the Forum, the Ministry of Industry and Trade affirmed that it will soon issue sub-legal documents providing detailed implementation guidance; develop mechanisms to encourage businesses to invest in energy-saving technologies; promote widespread dissemination and innovate communication methods through competitions, forums, and community activities; strengthen the training of high-quality human resources for the energy auditing and consulting market; and monitor implementation at the local level, creating significant changes from the central to the grassroots level.
