Understanding the perspective of educational reform
At the conference to disseminate and implement Conclusion No. 91 and Resolution No. 57 of the Politburo , organized by the Ministry of Education and Training on the afternoon of February 6th, Deputy Minister Pham Ngoc Thuong emphasized the implementation of the Circular regulating supplementary teaching and learning (Circular No. 29), which was recently issued by the Ministry to replace Circular No. 17 (issued in 2012).

Mr. Thuong suggested that the Departments of Education and Training must thoroughly understand the perspective of educational reform, focusing on teachers and students. Circular 29 emphasizes five key points: compliance with the 2019 Education Law and the 2018 education program; fostering self-learning abilities and building a lifelong learning society; ensuring that supplementary learning does not interfere with the regular school curriculum, avoiding cuts or duplications; aligning with students' interests and not forcing them to participate in any form of supplementary learning; and gradually developing self-learning methods and habits among students.
"The regulations on extracurricular tutoring in the circular also aim to preserve the image and ensure the dignity of teachers and the education sector. Dedicated, honest, and competent teachers would never force students to attend extra classes. Therefore, transparent regulations protect the dignity of the sector and teachers," Mr. Thuong said.

Deputy Minister Pham Ngoc Thuong stated that teachers have long been concerned about the regulations governing supplementary teaching and tutoring, which require them to comply with the law on conditional investment and business. However, supplementary teaching is essentially an educational activity related to the profession of teachers and students, so the Ministry of Education and Training has the responsibility to issue regulations managing this activity in accordance with specialized laws and other regulations.
Mr. Thuong emphasized that the Ministry of Education and Training does not prohibit teachers from giving extra lessons, but only prohibits extra lessons that do not comply with regulations.
"The Ministry's stance is that in public schools, teachers should not charge extra fees to parents or students for tutoring. In public schools, there are three groups of students who receive supplementary knowledge (not extra tutoring): remedial classes for students who haven't met the standards, enrichment classes for gifted students, and enrichment classes for students preparing for final exams," Deputy Minister Pham Ngoc Thuong affirmed.
Therefore, he suggested that the Ministry encourage the Department of Education and Training to advise the province to provide financial support for teachers participating in supplementary education for three groups of students in public schools.
The Ministry of Education and Training has advised the Prime Minister's Office to send a directive to the provinces to implement this issue, which includes a provision for the People's Committees of provinces/cities to allocate funds to improve the quality of training.
"The development of students' qualities and competencies, meeting knowledge standards, and achieving output standards is the responsibility of teachers and schools. Whether the curriculum is too heavy or too light is just an individual's opinion. This year, the Ministry of Education and Training will comprehensively review and evaluate the 2018 general education curriculum. The Ministry has worked with the chief editors of the textbooks. The Ministry's view going forward is that it will only be minor adjustments, not changes to the textbooks or the entire education program," Mr. Thuong affirmed.
He noted that in recent times, even good and dedicated teachers have been unfairly criticized and hurt. With the newly issued circular, there have been instances of laxity in some areas. According to him, the responsibility of the Department of Education and Training and schools is to ensure that all students taking entrance exams and high school graduation exams meet the required knowledge standards. Students who have not met these standards must receive supplementary support to achieve them.
Regarding the issue of extra tutoring, Mr. Thuong suggested that comprehensive solutions are needed, such as: reforming assessment methods, ending the practice of tricky questions and misleading answers; ensuring a uniform distribution of teachers across schools, avoiding the concentration of top teachers in prestigious schools (which would put an end to the practice of students attending extra classes to pass entrance exams); guaranteeing sufficient school places for students; and implementing inspection and monitoring measures.
