On December 30, in Bac Ninh, the Ministry of Education and Training held a ceremony to launch a foreign language learning movement, expand self-study models, improve qualifications, and build a foreign language learning environment.

Speaking at the ceremony, Deputy Minister of Education and Training Pham Ngoc Thuong said that the launching ceremony organized by the Ministry of Education and Training today does not mean that foreign language teaching has just begun.

Over the past five years, implementing the National Foreign Language Project and solutions to promote teaching and learning of the Ministry of Education and Training, the Departments of Education and Training have organized foreign language learning movements, and trained and improved teachers' capacity and qualifications. Many localities have good practices and creative models, inviting foreign teachers to teach and sending teachers abroad to study.

According to the Deputy Minister, the most important thing for foreign language teaching is that teachers and students create a learning movement and have a self-study model. Foreign languages, like other subjects, students must have a self-study method, can study anytime, anywhere and need a practice environment.

“To learn a foreign language well and make it a second language, students need to be encouraged to speak boldly and confidently without fear of making mistakes,” the Deputy Minister noted, hoping that students will continue to try. With the desire and will to improve, learning a foreign language must be linked to practice, that is, learning to know and to work. Students need to practice all four skills: listening, speaking, reading and writing.

For schools, in addition to programs and plans to improve teachers' professional qualifications, he suggested implementing good models, exchanging and learning from each other's experiences to achieve the best results.

Improving the quality of foreign language teaching and learning to gradually make English the second language in schools is of interest to localities.

According to the Ministry of Education and Training, implementing the Prime Minister's Decision on approving, adjusting and supplementing the Project on teaching and learning foreign languages ​​in the national education system for the period 2017 - 2025, since 2017, the Ministry has begun to promote activities to guide the construction and development of foreign language learning community models in units, especially for high schools, intermediate schools, colleges and universities.

Through assessing the current situation and identifying needs, the Ministry of Education and Training has developed, completed and provided instructions for using a set of handbooks on building and developing a learning environment and using foreign languages, including 6 sets of handbooks on building and developing a learning environment and using foreign languages ​​for primary schools, secondary schools, high schools, inter-level schools, universities and vocational training institutions.

In addition, the Ministry of Education and Training has also planned to organize an English learning movement, build and develop a foreign language learning and using environment in schools in the national education system; implement activities to build a foreign language learning and using environment, replicate the self-study model, and self-improvement of foreign language proficiency of teachers, students and pupils in many localities such as: Quang Ninh, Hanoi, Nghe An, Dong Thap, Ho Chi Minh City, Thai Binh...
