Speaking at a press conference, Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2025 high school graduation exam has many new features and is considered a special exam, as it is organized for two groups of candidates studying two different general education programs and takes place amidst the peak period of administrative unit reorganization.
The exam was conducted in accordance with regulations; no violations were detected.
According to statistics, over 1.1 million candidates nationwide are taking the exam, an increase of nearly 100,000 compared to the previous year. Meanwhile, exam cheating is becoming increasingly complex. These difficulties pose a major challenge for the exam steering committees across the country.
In his overall assessment of this year's exam, Mr. Huynh Van Chuong, Director of the Quality Management Department, Ministry of Education and Training, stated: The Ministry of Education and Training has issued regulations related to the exam, including sample exam questions, so that teachers and students in high schools can understand the information and promptly adjust their teaching and review plans.
The Ministry of Education and Training also proactively organized training for officials participating in the exam earlier than in previous exams, and actively coordinated with relevant departments and social forces to support the successful organization of the exam. "100% online registration is a new feature of this exam," Mr. Chuong said.

According to Mr. Chuong, the exam was conducted seriously and in accordance with regulations, and no exam officials were found to have violated the rules.
Regarding the exam, Mr. Chuong said that the exam was designed to assess competency, integrating many related knowledge. The exam is part of the general education program, with good differentiation. With a large number of candidates and a large-scale exam, the security of the exam during transportation and storage has been done well.
