The Ministry of Transport has just announced the list of projects for dredging maritime and inland waterway areas combined with the recovery of dredged materials under the management of the Ministry of Transport.
Accordingly, there are 4 projects under the management of the Ministry of Transport , including: Dredging combined with product recovery on the national inland waterway of the Tien River (from km 171+200 to km 172+500; from km 248+200 to km 249+600); Dredging combined with product recovery on the national inland waterway of the Tien River (Cu Lao Tay branch) (from km 1+00 to km 2+00; from km 3+800 to km 4+300; from km 6+200 to km 7+800).
There are 4 dredging and product recovery projects on the Tien River national inland waterway that will fall under the management of the Ministry of Transport (Illustrative image).
The project involves dredging and product recovery on the national inland waterway of the Tien River (from km 231+700 to 232+600); and dredging and product recovery in the maritime area of the Tien River (anchoring and transshipment area at the Thuong Phuoc international border gate) (Area BG2 is bounded by a circle with a diameter of 600m).
The People's Committee of An Giang province and the People's Committee of Dong Thap province are responsible for organizing and implementing the project as the competent authority in accordance with Government Decree No. 57/2024 on the management of dredging activities in seaport waters and inland waterway waters, and for publishing the project list on the provincial People's Committee's website.
At the same time, direct the relevant agencies and specialized agencies of the Provincial People's Committee to coordinate with the Vietnam Maritime Administration and the Vietnam Inland Waterway Administration in implementing the legal regulations on maritime and inland waterways with contents within the scope, responsibility, and authority of the respective Administrations.
Local authorities regularly inspect and monitor the project implementation process to ensure maritime safety, inland waterway traffic safety, security, and order in the area, preventing the exploitation of the project for illegal sand mining. They will strictly handle violations within their jurisdiction.
Provinces shall assign specialized agencies of the People's Committee of the city to periodically, on a quarterly and ad hoc basis, report to the Vietnam Maritime Administration and the Vietnam Inland Waterways Administration on the progress and results of project implementation according to their respective fields. Based on the regulations in Government Decree No. 57/2024 and the project implementation deadlines, they shall advise and propose to the Provincial People's Committee adjustments to the project list.
At the same time, closely and effectively coordinate with the Ministry of Transport and its agencies in organizing the implementation of the authority of the competent agency to carry out the project as stipulated in the Decree.
In particular, priority should be given to using salvaged products from projects to serve national key projects and priority projects in the transportation sector.
The Vietnam Maritime Administration and the Vietnam Inland Waterways Administration are required to perform the functions and tasks of specialized state management agencies in maritime and inland waterway affairs in accordance with the laws on maritime and inland waterway affairs, the provisions of Decree No. 57/2024, and other relevant legal regulations.
The responsible agencies shall publish the list of projects on the Department's website and proactively guide and support local specialized agencies in the implementation of the projects.
In addition, the organization is responsible for handing over and receiving the waterway after the project is completed, as well as providing input during the project implementation on matters related to maritime and inland waterways within its scope and authority as prescribed, or when requested by local authorities.
The Departments coordinate with specialized agencies of the People's Committees of the provinces in inspecting, supervising, and managing the project's construction, ensuring maritime safety and security, and inland waterway traffic safety. Absolutely no exploitation of the project for illegal sand mining will be allowed, and violations within their jurisdiction will be strictly dealt with.
In addition, the two agencies are responsible for compiling progress reports, status reports, and project implementation results as needed or upon request, as well as compiling, reporting, and proposing to the Ministry of Transport adjustments to the project list.
