The Ministry of Agriculture and Environment concluded many important contents on developing rural industries and preserving craft villages.

The Department of Agriculture and Environment of Ca Mau province has just issued a document implementing the content of the Notice of Conclusion of the Ministry of Agriculture and Environment on the development of rural industries and the Program for the preservation and development of Vietnamese craft villages. According to the Notice, at the Conference to evaluate the results of 6 years of implementing Decree No. 52/2018/ND-CP on the development of rural industries and 3 years of implementing Decision No. 801/QD-TTg on the Program for the preservation and development of Vietnamese craft villages in the period 2021-2030, Deputy Minister Vo Van Hung made many important conclusions, orienting the next stage of rural industries nationwide.

According to the Deputy Minister, the policies under Decree 52 and Decision 801 have brought about positive impacts, contributing to diversifying livelihoods, creating jobs, promoting the development of OCOP products and restoring traditional occupations in many localities. Models linking production - services - tourism - e-commerce have initially taken shape, creating conditions for craft villages to access a wider market. Many associations, artisans and businesses have deeply participated in the process of developing the profession, contributing to preserving cultural values ​​and improving product quality.

However, in addition to the achieved results, the Ministry also pointed out many difficulties that rural industries are facing. Production scale is still small, value chains are short, and lack competitiveness; the national industry database is not unified; environmental pollution still occurs in some craft villages; the workforce of artisans is still thin; many regulations and policies have not kept up with reality. These limitations pose an urgent need to innovate approaches, improve mechanisms, and improve coordination efficiency from the central to local levels.

To develop rural industries in the coming time, Deputy Minister Vo Van Hung emphasized a number of major orientations. In particular, developing industries is not only an economic task but also a solution to preserve cultural identity and enhance the value of Vietnamese products. The Ministry requested to focus on reviewing and amending Decree 52 in a more modern, greener direction and in line with the digitalization trend; at the same time, research and promulgation of a set of criteria for sustainable craft villages to ensure harmonious development between economy, culture and environment.

Another important content is to build a database and digital map of craft villages nationwide. The Ministry recommends that localities periodically update data on industries, products, artisans, production environments, etc. to serve management, planning and trade promotion. At the same time, the Ministry encourages the promotion of high-quality human resources for craft villages; organize programs to honor artisans; innovate training methods; support young artisans to access technology and creative design.

Regarding market development, the Ministry aims to promote e-commerce, improve the product digitalization process, support online sales and encourage localities and production facilities to participate in large-scale digital consumption campaigns. This is an important direction to help craft village products reach domestic and international consumers.

In addition, the Ministry of Agriculture and Environment requests the Department of Agriculture and Environment of provinces/cities to proactively advise the Provincial People's Committee to synchronously implement tasks related to the development of rural industries. The Department is responsible for coordinating with departments, branches and local authorities to conduct statistics and classify rural industries in the area, serving as a basis for the process of amending Decree No. 52/2018/ND-CP and proposing specific mechanisms and policies for each group of industries. At the same time, the Department needs to strengthen guidance and support for craft villages, cooperatives, enterprises and artisans, promote innovation in production models towards multi-value, encourage the application of clean technology, traceability, environmental protection and product digitalization. The Department is also assigned an important role in coordinating the construction of industry databases, updating digital maps of craft villages and participating in implementing market development and e-commerce activities for rural industry products.

Concluding the conference, the Ministry of Agriculture and Environment requested units and localities to seriously implement assigned tasks, ensuring synchronization from the central to grassroots levels, contributing to the sustainable development, creativity and integration of Vietnam's rural industries and craft villages in the new period./.
