Ministry of Agriculture and Environment implements breakthrough plan in science and technology

(PLVN) - Minister of Agriculture and Environment Do Duc Duy has just signed and issued Decision No. 503/QD-BNNMT with specific goals on innovation and digital transformation for Vietnam's agriculture and environment sectors.

With the message "science and technology are the beacon illuminating the future of agriculture ," the Decision not only motivates affiliated units but also encourages the participation of businesses, cooperatives, and the people.

The decision of the Ministry of Agriculture and Environment focuses on building a modern digital infrastructure, meeting the requirements of Resolution 57-NQ/TW, Resolution 193/2025/QH15 of the National Assembly, and Resolution 03/NQ-CP of the Government.

Agencies and units must supplement job position criteria, ensuring that at least 25% of leaders have expertise and experience in science and technology, in order to enhance management capacity and the implementation of technology projects. One of the key tasks is to build a dedicated information portal on science and technology development, innovation, and digital transformation.

The headquarters of the Ministry of Agriculture and Environment is located at 10 Ton That Thuyet Street.

The Ministry of Agriculture and Environment also aims to develop a shared digital platform, interconnected with national digital platforms. Shared databases, open data, and big data will be built, creating a foundation for efficient information management and exploitation. In particular, the Ministry's Digital Government Architecture (Version 4.0) will be finalized, ensuring synchronization and modernization in management.

Establish a Ministry Advisory Council and a Working Group to assist the Steering Committee on the development of science, technology, innovation, and digital transformation, with the participation of domestic and international experts. Propose and synthesize tasks for the development of science and technology, innovation, and digital transformation in the Ministry's annual work program and plan; develop, submit for approval, and organize the implementation of Ministry-level science and technology programs for the period 2026-2030; and develop a dedicated information portal: https://nghiquyet57.mae.gov.vn.

Minister Do Duc Duy assigned the Department of Science and Technology to take the lead, in coordination with the Digital Transformation Department and relevant units of the Ministry, in advising on the establishment of the Ministry's Steering Committee on the development of science, technology, innovation, and digital transformation, chaired by the Party Secretary and Minister. He also assigned the Department to develop and submit for approval the Project on establishing the Ministry's Science and Technology Development Fund. Furthermore, he instructed the Department to revise, supplement, and implement the ministerial-level science and technology program "Research and application of technology in building and developing a digital government and digital transformation in the agriculture and environment sectors."

The Legal Department is responsible for advising on the submission to the Ministry of a plan for reviewing, amending, and supplementing specialized legal documents to ensure consistency, remove bottlenecks, and simplify administrative procedures as much as possible.

The Department of Organization and Personnel is responsible for advising on the review and promulgation of regulations on the responsibilities of heads of organizations directly in charge of and directing the development of science and technology; consolidating and reorganizing the organizational structure of science and technology organizations to ensure effective, efficient, and autonomous operation.

The Planning and Finance Department is responsible for advising on the balancing and allocation of funding to ensure the implementation of science and technology development tasks; proposing, developing, and promulgating specific mechanisms on investment, public investment, and commercialization of research products; and proposing mechanisms and policies on investment, finance, and asset management arising from science and technology tasks.

The Department of International Cooperation, in coordination with the Department of Science and Technology, advises on strengthening international cooperation in the development of science, technology, innovation, and digital transformation.
