Additional budget of more than 424 billion VND for the Ministry of Health to carry out expanded immunization activities

Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 1000/QD-TTg dated September 18, 2024 of the Prime Minister supplementing the regular expenditure estimate of the state budget in 2024 of the Ministry of Health to carry out expanded immunization activities.

Specifically, the Ministry of Health will supplement the 2024 health, population and family career expenditure estimate of VND 424,514 billion to carry out expanded vaccination activities from the unallocated regular expenditure estimate of the central budget in 2024, which has been decided by the National Assembly in Resolution No. 105/2023/QH15 dated November 10, 2023 of the National Assembly on central budget allocation in 2024 as proposed by the Ministry of Finance .

The Deputy Prime Minister assigned the Ministry of Finance and the Ministry of Health to be responsible for the contents, data, reports and proposals. The management, use and settlement of the above-mentioned additional funds must ensure compliance with regulations, policies, efficiency, economy, publicity, transparency, and proper use, without loss, negativity or waste.

The Expanded Programme on Immunisation (EPI) was initiated by the World Health Organisation (WHO) in 1974 to ensure equitable access to vaccines to protect and save children worldwide. Over the past 50 years, vaccines have saved nearly 154 million lives worldwide (equivalent to more than 3 million lives each year).

In Vietnam, the Expanded Immunization Program is a program organized by the State to provide free vaccinations for mandatory vaccines to prevent infectious diseases for children and pregnant women. The subjects of the Expanded Immunization Program in 2024 include 269,292 children and 1,203,650 pregnant women.

Regarding the budget for implementing the Expanded Immunization Plan in 2024, the central budget is allocated in the regular expenditure budget of the Ministry of Health to ensure funding for activities in the Expanded Immunization Program, according to the provisions of Clause 3, Article 1 of Decree 13/2024/ND-CP, local budget ensures resources and local budget for the activities of the Expanded Immunization Program in the area, except for activities that have been guaranteed by the central budget according to the provisions of Clause 3, Article 1 of Decree 13/2024/ND-CP.
