Specifically, the Prime Minister requested the Ministry of Transport to direct its affiliated agencies, Departments of Transport and units to develop transportation organization plans to meet people's travel needs, ensure traffic safety and reduce traffic congestion.

In particular, renovate and ensure safety conditions of traffic infrastructure, strictly implement the organization and guidance to ensure traffic on sections, routes, and works with construction activities; promptly overcome infrastructure incidents, urgently complete upgrading and repairing key traffic routes, especially main traffic routes, important traffic hubs in large cities and areas attracting many tourists.

At the same time, urgently handle newly emerging traffic accident black spots; review and supplement the signaling system and signs to ensure easy recognition, creating convenience for traffic participants; inspect the implementation of regulations on ensuring traffic safety for transport business activities, and strictly handle violations.

For expressways, especially for the diverging expressway with 2 lanes and no emergency lane, the Prime Minister requested the Ministry of Transport to direct relevant agencies to conduct inspections and reviews of traffic infrastructure (especially road signaling systems) and traffic organization plans.

"The Ministry of Transport is assigned to pay attention to solutions for remote traffic regulation and organizing temporary rest stops along highways without rest stops. If necessary, it is necessary to approve adjustments, supplements or replacements to the traffic organization plan on the highway, ensuring it is suitable to the actual situation and improving traffic safety," the dispatch stated.

At the same time, the Prime Minister requested the Ministry of Public Security to strengthen patrols, control, and strictly handle violations of traffic order and safety, such as drivers violating regulations on alcohol and drug concentrations, overloading, and exceeding the prescribed number of people; transport vehicles violating regulations on technical safety and environmental protection, etc.

In addition, it is necessary to have a plan to regulate and divide traffic reasonably, and guide safe and smooth traffic, especially on routes and areas where traffic volume is forecast to increase during the April 30 - May 1 holidays and the 2024 summer vacation.

Chairmen of People's Committees of provinces and centrally-run cities are responsible for directing agencies, units and functional forces to make the greatest efforts to prevent particularly serious traffic accidents, especially on routes and areas with high risks of accidents and congestion.

Local leaders are fully responsible to the Prime Minister for ensuring traffic order and safety in the area.
