Attending the groundbreaking ceremony were: Mr. Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial National Assembly Delegation; Mr. Nguyen Van Sinh, Deputy Minister of Construction ; members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee; the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; leaders of the Party building committees, the Provincial Fatherland Front, provincial departments, agencies, and organizations; leaders of the Provincial Party Committee Office, the Provincial People's Committee Office; districts, towns, and cities; and representatives of the investor and construction contractors of the projects.
The groundbreaking and inauguration ceremonies were organized under the direction of Prime Minister Pham Minh Chinh, using a hybrid format combining in-person and online participation simultaneously across all three regions of Vietnam (North, Central, and South), connecting online from the main hub in Ho Chi Minh City to all construction projects. Eighty projects were inaugurated and commenced during this period, with a total investment of approximately 445,000 billion VND. Of these, 40 projects were in the transportation sector; 12 were industrial and civil construction projects, 12 were education projects, 9 were socio-cultural projects, 5 were community health projects, and 2 were irrigation projects.

In Ha Nam province, the projects launched by the Provincial People's Committee include: the investment project to build a road connecting from T3 road to DH03 and infrastructure connecting to the existing residential area within the 1/2,000 scale zoning plan for the Tam Chuc Indigenous Culture and Community Tourism Area (Area No. 4); and the project to upgrade infrastructure and create urban and landscape features for the Tam Chuc tourist area. These projects were approved by the Ha Nam Provincial People's Committee with a total investment of VND 765.6 billion; the implementation period for these projects is from 2024 to 2026.
In order to promote the exploitation of the province's potential and leverage its advantages, over the years, Ha Nam province has consistently focused on investing in the construction of a synchronous and inter-regional transportation infrastructure. In particular, the investment in constructing the road connecting from T3 road to DH03 road and the infrastructure connecting to the existing residential area within the Tam Chuc Indigenous Culture and Community Tourism Zone (Zone 4) is essential to create a synchronous connection between the Tam Chuc tourist area and neighboring functional zones in Kim Bang town; to foster the development of diverse types of tourism and services within the zone; and to strengthen the connection between the Tam Chuc tourist area in Ha Nam and the Trang An - Bai Dinh tourist area in Ninh Binh and the Huong Pagoda within the Tam Chuc - Huong Son - Van Long - Dong Tam complex.
Furthermore, in the face of strong competition from other tourist destinations in the region, as well as the increasingly high demands of tourists, the project to upgrade infrastructure and create urban and landscape features in the Tam Chuc National Tourist Area will contribute to providing a diverse range of high-quality products and services, creating conditions for better exploitation of the potential and advantages of the Tam Chuc Tourist Area.
These projects are strategically significant in developing tourism and urban landscapes, connecting regions, and gradually making tourism a key economic sector of Ha Nam province. This not only meets the expectations of the people in the province but also opens up opportunities for sustainable and comprehensive development, contributing to enhancing Ha Nam province's position on the economic and tourism map of Vietnam.
