In particular, the average 5-year gross regional domestic product (GRDP) growth rate reaches 10% or more; GRDP per capita by 2030 reaches more than 6,000 USD; Total export turnover in 5 years reaches about 17 billion USD; Total budget revenue in 5 years reaches at least 75,000 billion VND; New development so that by 2030, the whole province has about 20,000 enterprises; The proportion of digital economy in GRDP reaches 20% or more; The poverty rate reduces by an average of 1-1.5%/year according to the new multidimensional poverty standard...

The Provincial Party Secretary emphasized that the Resolution of the first Provincial Party Congress that was just passed is "a collective work", built with the intelligence, enthusiasm, aspiration to rise up and determination to innovate of the entire Party Committee, people and army of Ca Mau province.

This document, with 22 main targets, 6 key tasks and 3 breakthrough tasks, will be the guideline for all actions, an important premise for the new term Provincial Party Executive Committee to strive and be determined to build Ca Mau to develop comprehensively, confidently entering a new era with the whole country.

Deeply aware of the new position after the merger, Secretary Nguyen Ho Hai affirmed that Ca Mau is facing a great, historic opportunity to break through in development, but also faces many difficulties, challenges and "bottlenecks".

Therefore, the head of the Ca Mau Provincial Party Committee requested that, immediately after the Congress, Party committees and organizations at all levels must quickly organize research, thoroughly grasp the Resolution, and develop specific action programs to soon put the Resolution into life. To realize the set goals, the Ca Mau Provincial Party Committee identified three strategic breakthroughs, focusing on unlocking resources and creating strong momentum for comprehensive development.

Infrastructure is one of Ca Mau's priorities in the 2025-2030 term.

First of all, it is a breakthrough in institutions and policies. The province will focus on building favorable mechanisms and policies to promote science, technology, innovation, digital transformation and especially private economic development. The focus is on promoting administrative reform, shortening investment procedures to the maximum, creating a transparent, fair and most favorable business environment for people and businesses.

This aims to liberate all production resources and replicate effective economic models, especially in areas of strength such as marine economy, green economy, high-tech agriculture and renewable energy.

High-tech agriculture is prioritized by Ca Mau in the period 2025-2030.

Next is the breakthrough in human resource development. People are identified as the center of development. Ca Mau will focus on improving the quality of human resources, have policies to attract talents, capable people, and high qualifications. In particular, the province will focus on building a team of cadres, especially key cadres at all levels and leaders with sufficient qualities, prestige, courage, dare to think, dare to do, dare to take responsibility and dare to make breakthroughs for the common good.

Finally, there is a breakthrough in building socio-economic infrastructure. The province will prioritize resources to develop infrastructure in a synchronous and modern manner. Top priorities include transport infrastructure (airports, seaports), energy infrastructure, science and technology infrastructure, innovation and digital transformation.

Besides, the province will focus on developing infrastructure for economic zones, industrial parks and clusters and clean energy projects, renewable energy, agricultural processing industry and infrastructure to adapt to climate change.

Based on the strategic goals and breakthroughs, the Congress has outlined a system of key and synchronous tasks and solutions for the new term. In particular, building a strong Party and political system is the key task.

The province continues to promote comprehensive Party building and rectification; improve the leadership capacity and fighting strength of Party organizations. At the same time, resolutely and persistently promote the prevention and fight against corruption, waste and negativity.

Along with that is restructuring the economy, establishing a new growth model: The province will focus on economic development based on four main pillars: Completing connecting traffic infrastructure; Developing marine economy, especially renewable energy; Developing clean, high-tech agriculture with shrimp and rice as the main products; Promoting services and tourism based on advantages and unique cultural identity.

In addition, Ca Mau focuses on strongly developing science, technology, and digital transformation. Considering this as the core driving force for the breakthrough, the province will widely deploy the "Digital Literacy for All" movement to popularize digital knowledge among the people, striving for each family to have someone proficient in using digital platforms.

Along with that is the development of culture and society, improving people's lives: Building Ca Mau people with ethics, intelligence, dynamism, generosity and humanity. The province is determined to implement well social security policies, sustainable poverty reduction, leaving no one behind.

Finally, firmly ensure national defense and security: Building a national defense foundation associated with a solid people's position, firmly protecting sovereignty over seas and islands and maintaining security and order in the area.
