Physical therapy and rehabilitation for people with disabilities at Thuy An Center for Rehabilitation of People with Disabilities
Deputy Prime Minister Tran Hong Ha signed Decision 966/QD-TTg approving the Plan for the network of social assistance facilities for the period 2021-2030, with a vision to 2050.
The development goal by 2030 is to ensure that at least 90% of people in extremely difficult circumstances without caregivers receive counseling, assistance, and management from social assistance facilities. Priority will be given to assisting elderly people without caregivers or living conditions in the community, people with mental illnesses or mental disorders, people with severe disabilities, children in extremely difficult circumstances, victims of domestic violence, victims of human trafficking, and minors without stable residences who are subject to educational measures at the commune, ward, or town level.
At least 90% of registered drug addicts have access to counseling, treatment, rehabilitation services, and community reintegration support from drug rehabilitation centers.
Regarding the structure of the national social assistance network, by 2030, it is projected to have at least 725 facilities (public and private), including: at least 90 social welfare facilities caring for the elderly; at least 94 social welfare facilities caring for and rehabilitating people with mental illnesses and mental disorders; at least 130 drug rehabilitation centers; at least 130 social welfare facilities caring for children in special circumstances; at least 117 social welfare facilities caring for people with disabilities; and at least 164 comprehensive social welfare facilities and social work centers.
Regarding the distribution of facilities by region by 2030, the Northern Midlands and Mountains region will have a minimum of 129 facilities; the Red River Delta region will have a minimum of 151 facilities; the North Central and Central Coastal region will have a minimum of 169 facilities; the Southeast region will have a minimum of 131 facilities; and the Mekong Delta region will have a minimum of 102 facilities.
