Flexible options for restoring the transportation system.

After clearing debris to ensure traffic flow, the Da Nang City Department of Construction has proposed several repair and restoration plans to address the damage caused by floods on different groups of roads and low-lying areas, aiming for efficient and long-term utilization.

Heavy rains from late October to early December 2025 caused significant damage to the city's transportation infrastructure, with estimated total losses exceeding 250 billion VND (excluding roads managed by Road Management Area III and commune-level authorities).

Some roads leading to mountainous areas are experiencing landslides, with recurring landslides requiring significant time for remediation, particularly at the end of the routes, such as provincial roads (DT) 601 and DT 606. For example, the terrain at the end of DT 606 (in Hung Son commune) is U-shaped, with embankments on both sides, making it necessary to travel a considerable distance to clear and transport the landslide debris.

According to Nguyen Ha Nam , Director of the Department of Construction, the department has continued to direct management units to clear landslide sites, unclog drainage ditches, clean up road surfaces, and reinforce structures to ensure temporary traffic flow at severely damaged locations. Typical examples include the placement of gabions and the filling of crushed stone at the Ca Da bridge abutment at kilometer 85+095 on National Highway 24C in Tra Lien and Tra Tan communes; and the installation of temporary culverts at kilometer 82+500 of National Highway 40B (Tra Tan commune). Management units also excavated and widened the embankment on the positive slope of National Highway 14D at kilometer 24+950 (Ben Giang commune), and the positive slope of Provincial Road 606 at kilometers 23+450 (Tay Giang commune) and 44+420 (Hung Son commune).

Alongside ensuring traffic flow, relevant authorities are continuing to review and develop plans for repairing and restoring road infrastructure to submit to the City People's Committee for the issuance of emergency construction orders to promptly address the consequences of natural disasters.

The estimated cost for implementing the emergency projects is approximately over 220 billion VND. Of this, 66 billion VND is allocated to national highways 24C, 40B, 14G, 14B, and 14D; 142 billion VND to provincial roads DT601, DT605, DT606, DT607, DT607B, DT609, DT611, DT614, DT615, DT615B, and the Tam Hiep roundabout; and 12 billion VND to other roads (such as Hoang Sa Road and Nhu Nguyet Road).

Mr. Nguyen Van Sy, Deputy General Director of Quang Nam Transport Construction Joint Stock Company, said that the unit has proactively allocated funds to carry out the first phase of traffic congestion remediation and management on the roads under its management and regular maintenance, such as National Highways 14B and 14D (except for National Highway 14E, the section already handed over to Project Management Board 4 for renovation and upgrading), and Provincial Roads 611, 611B, 612, and 614. From now until the end of December, the unit will complete the clearing of all remaining soil, rocks, and trees on the road surface to ensure smooth traffic flow.

After addressing traffic issues, the Department of Construction has been conducting surveys, developing plans for restoring road infrastructure, and determining the total cost to serve as the basis for submitting a request for the issuance of an emergency construction order.

Once the order is issued, the relevant authorities will implement it, ensuring the projects are completed as quickly as possible, stabilizing the transportation infrastructure and facilitating traffic flow during the year-end and Lunar New Year (Year of the Horse).

The Department of Construction has proposed that the City People's Committee assign the department to include six small-scale localized low-lying areas on provincial roads DT611, DT615, and DT615B in the list of non-routine road repair projects for 2026. These areas can be replaced with box culverts or small bridges to prevent flooding.

Regarding the district-level road system (currently managed by the commune level) and other roads managed by the commune level, the department will continue to review and work with localities, considering adjustments to the commune's planning to serve as a basis for proposing investment policies to upgrade and renovate culverts, combined with the construction of permanent bridges to replace suspension bridges, and compile a report for the City People's Committee.
