
Reported at the meeting, the total capital plan to implement the National Target Program on Sustainable Poverty Reduction in 2025 (including the extended capital source from the previous year) of communes and wards in the delta and midland areas (after the merger) is over 44.9 billion VND. Of which, the central budget is over 39.7 billion VND, the city budget is over 4.1 billion VND and the commune and ward budget is nearly 342 million VND.
According to the Department of Agriculture and Environment, localities are currently reviewing, synthesizing, and proposing to re-assign capital plans. Therefore, localities after the merger (from July 1 to present) do not have capital to implement. The Department of Finance is synthesizing and submitting to the City People's Committee to re-assign capital plans to localities for implementation and disbursement from September 2025.
Many communes and wards implementing the National Target Program on Sustainable Poverty Reduction face difficulties due to inaccurate data on capital sources after the merger and failure to ensure the capital structure according to regulations.
Some localities have not clearly reported the progress of settlement and unsettled settlement; have not specified the source of public funding for each project, sub-project and annual capital plan. This makes it difficult to synthesize and report on the entire program.
Speaking at the meeting, Vice Chairman of the City People's Committee Tran Anh Tuan requested the People's Committees of communes and wards to continue reviewing and synthesizing data related to the implementation of the post-merger program to report to the competent authority for budget allocation. This is an important basis for continued disbursement, ensuring effective use of allocated funds.
At the same time, localities need to develop specific plans, closely follow the progress, implementation roadmap and disbursement of each project and sub-project; strengthen direction and urge implementation results.
After being assigned the capital plan, there must be solutions to promote disbursement, strive to disburse all assigned capital, and avoid loss or waste during program implementation.
