Good practices in developing union members in FDI enterprises

Immediately after the merger, the Hai Phong City Labor Federation quickly stabilized its organization, established more grassroots unions, and promptly developed union members, especially in foreign-invested enterprises (FDI).

Timely mobilization and persuasion

In early September, the Hai Phong City Labor Federation held a ceremony to announce the decisions to establish grassroots unions and admit union members at Thien Muc Tools Co., Ltd. (An Phat High-Tech Industrial Park, Viet Hoa Ward). This is a 100% Chinese-invested enterprise, with the main production and business lines being mechanical processing (iron, aluminum, copper connectors) and manufacturing other metal products, manufacturing measuring, testing, and orientation equipment... officially operating stably since May 2025.

After 4 months, the Trade Union Mobilization Committee was established and a plan was developed to promote and mobilize workers to join the trade union. As a result, 77/77 people (100% of workers at the time of propaganda) voluntarily applied to join the trade union.

A few days earlier, the establishment of the Global Material Handling Company Limited (Nam Dinh Vu II Industrial Park - DeepC 2A) was also announced, with 348 union members. Global Material Handling Company Limited has 70% Chinese investment capital, the rest Japanese investment capital.

Ms. Nguyen Thi Thoa, Vice President of the Company's Trade Union, informed: To establish a grassroots Trade Union, in addition to the support from the Industrial Park Trade Union Board, core members proactively explained and persuaded foreign employers to know and understand the cultural characteristics and different customs of each country. From there, propose mechanisms and policies to protect the legitimate needs and aspirations of employees in the company. In the coming time, the Trade Union Executive Board will continue to mobilize 167 newly recruited employees to join the Trade Union organization.

After the merger, the Hai Phong Labor Federation has nearly 3,000 grassroots unions, with more than 621,000 workers and nearly 595,500 union members, located in 114 communes, wards, special zones and industrial parks.

Since July 1, the Hai Phong City Labor Federation has established 30 more grassroots unions, developing nearly 3,000 new union members in both the west and east of Hai Phong. Of which, nearly 40% of the grassroots unions were newly developed in FDI enterprises - where the campaign to establish grassroots unions still faces many obstacles in terms of psychological barriers, language differences, and requires more time to mobilize and persuade than in the domestic enterprise sector.

In addition to the number of union members from newly established grassroots unions, the City Union and the Industrial Park Union Board also regularly review and develop union members in the new workforce and in units that already have union organizations.

Get support and cooperation

In reality, most of the grassroots trade unions in FDI enterprises in Hai Phong operate in a disciplined, substantial and effective manner, gradually asserting their role. The election of officials to join the Executive Committee of the trade union and the activities of the trade union organization are entirely recommended and decided by the workers.

Many grassroots unions actively coordinate with company leaders to organize sports activities, sightseeing tours, health check-ups, foreign language training courses, free professional development and negotiations to improve the welfare of participants and workers... with practical meaning and spillover effects to help workers and laborers have more confidence in the programs and activities organized and implemented by unions.

This is a specific potential, a large space for the Hai Phong City Labor Federation to affirm the role of the trade union in building harmonious, stable and progressive labor relations. Mr. Liu Xiaojin, Deputy General Director of Global Material Handling Co., Ltd. (Nam Dinh Vu II Industrial Park - DeepC 2A) said that the enterprise expects the establishment of the trade union in general, and the company's trade union officers in particular, to become a "bridge" connecting employers and employees, promptly communicating the company's policies clearly and specifically so that employees continue to support and stick with the company.

Union officials are proactive and responsible in organizing union activities at the grassroots level, supporting businesses in resolving issues related to employees, contributing to stabilizing labor relations and maintaining security and order at the enterprise. "The Board of Directors will continue to coordinate, support and create favorable conditions in terms of material and workplace conditions for union officials to complete their tasks well," Mr. Liu Xiaojin emphasized.

Currently, the establishment of grassroots trade unions is an essential need in the development conditions so that workers have a place to confide their thoughts, have their legitimate rights and interests protected, and at the same time help businesses manage labor relations risks more effectively.

Vice President of the City Labor Federation Nguyen Van Phiet said: Recently, the Hai Phong City Labor Federation worked with businesses that are using or have a need to use labor leasing services, thereby, grasping information that a part of workers in units providing labor leasing services have not joined the Trade Union organization.

The City Trade Unions and the Industrial Park Trade Union Boards shall develop plans, organize propaganda and mobilization to continue expanding the scope of activities, develop more grassroots trade unions when conditions permit, and continuously improve the quality and effectiveness of trade union activities. The City Labor Federation will commend and replicate good practices of units that actively participate in and develop union members, especially in FDI enterprises.

According to the plan, by 2030, the west of Hai Phong will have 32 industrial parks, the east of Hai Phong will have 20 more industrial parks. This is an opportunity for businesses to invest in production and business, and thousands of new FDI enterprises will be established.
