On August 1, the People's Committee of Lien Chieu Ward, Da Nang City, announced that it had handed over the first 14 land use right certificates (pink books) to the people, after the locality officially operated the 2-level government model.
Of these, 4 books were issued for the first time to households using land stably and meeting the conditions prescribed by the Land Law; the remaining 10 books were issued to households that were cleared and had been allocated resettlement land.
Granting land use right certificates to people in Lien Chieu ward
According to the People's Committee of Lien Chieu Ward, the transition to a two-level local government model significantly shortens the process of issuing the first pink book. Previously, the application had to go through many levels such as the district to check the planning, verify the current status and submit for signature.
Currently, people only need to submit their application at the ward-level Public Administration Service Center. Most of the steps such as appraisal, status check, technical documentation... are directly undertaken by the ward's Economic - Infrastructure - Urban Department.
People only need to coordinate with the surveying unit to update the land plot map. When qualified, they pay their financial obligations and receive the pink book right at the ward, no longer having to travel many times as before.

Mr. Nguyen Van Ly, Vice Chairman of Lien Chieu Ward People's Committee, said that the issuance of the first 14 pink books was a great effort by the locality in the first phase of implementing the two-level government model.
"Previously, the procedures for granting red books were carried out by the district. When switching to a two-level local government model, all authority was transferred to the ward. Ward officials were exposed to the process for the first time, so they had to learn while doing it, with the old people guiding the new people. The integrated land management software system was also newly put into use, so there were many confusions at first," Mr. Ly shared.
According to Mr. Ly, due to the large backlog of records from the district level, ward officials have to work overtime to ensure progress. "Sometimes, we have to stay until the evening to return the records to the people. This phase is only temporary. From August onwards, when the process is stable, the workload will be lighter," Mr. Ly commented.
Currently, the Economic - Infrastructure - Urban Department of the ward has been directed to focus on resolving the backlog of files. Mr. Ly emphasized that the principle of handling is "to be smooth, not to let the files get stuck".
Lien Chieu Ward is currently merged from Hoa Khanh Bac Ward of Lien Chieu District and Hoa Lien Commune of Hoa Vang District of the old Da Nang City. The ward has an area of 41.19 km2 and a population of more than 70,600 people.
