The FSB alleges that the suspect works for the Security Service of Ukraine (SBU). According to the FSB, the suspect was recruited by the SBU in December 2022 and traveled to Ukraine to attend training in sabotage techniques. The Russian security agency said that the suspect (around 35 years old) arrived in the Crimean capital Simferopol last June.

The suspect's plan, according to the FSB, was to attach a powerful homemade bomb to a car, which would be mixed with metal fragments and incendiary substances to increase the damage. The car would then be parked along the route of the governor's motorcade.
According to the FSB and video provided by them, FSB agents detained the suspect while he was collecting materials for a homemade explosive device.
